From the way you describe it, this sounds like a white homing pigeon. If you are able to take a picture of it, I may be able to determine whether it is a white ring neck dove, a white homer, or another kind of white pigeon, such as a roller. If you catch it, you might be able to read the bird band and trace its owner.
I once heard of a woman who fed a stray pigeon, which then would not leave and the pigeon flew right into her house through the door! Perhaps if you hand feed it you will gain its confidence.
Or you may use any of the following quick methods to catch the bird:
Pool Net or Hand Catch
If it goes to sleep where you can reach it safely, you may sneak upon it at night by hand or with a net like those used to remove leaves from a swimming pool. I've used this method to catch young birds that refuse to sleep in the loft.
Hose Down
Another way to catch it is to offer it seed and hose it down when it comes to eat. Then dry it with a towel. The water prevents it from flying but it should cause it no harm. I've used this method effectively to catch young wayward birds that refuse to get into the aviary to eat. Ancient Box Contraption
If you have the patience, prop up a box or laundry basket with a stick tied to the string and put seed underneath the basket. If the bird goes under the basket to eat the seeds, you can pull the string to close the basket and trap the bird. In some cultures, the box is set up to close automatically when the bird lands down to eat. This method goes back to the Egyptians and is practice in various cultures to trap birds. I have never used this method but I have heard that it really works.
