The NAIS right now is "currently voluntary" and is spearheaded by the USDA. The idea is that every single livestock animal in the United States and this does include Alaska and yes it includes horses will be identified, tagged and monitored all at you expense. Consider this a license to farm. No license no selling, no buying. Sounds insane doesnt it,read the "Official" USDA documents and only believe them as they are following the Draft Plan to a T.

NAIS in a Nutshell

Animal owners must report within 24 hours:

* Any missing animal

* Any missing tag

* Sale of an animal

* Death of an animal

* Slaughter of an animal

* Movement of an animal off the farm or homestead

* Movement of an animal on the farm or homestead

NAIS will prohibit any person from:

* Removing an "Offical" identification device

* Causing the removal of an "Offical" identification device

* Applying a second identification device, altering an identification device to change its number

* Altering an "Official" identification device to make its number unreadable,

* Selling or providing an unauthorized identification device

* Creating a counterfeit identification device
