try using a swarm box.
make up a wooden box big enough to take three frames.
shake bees from a strong colony into box until box has loads of young bees in.
make sure you don't shake queen in.
add two frames of nectar with pollen and leave until bees roar in panic.
then place your grafting frame in.
half an hour later you should see clusters of bees on cups if they've been
accepted.
leave for 24 hours. no longer.
remove frame and place on a strong colony above a queen excluder.
shake nurse bees in with grafted frame.

i am having trouble with jenter system also.
when the box is laid up, the bees are either eating or moving eggs before
they hatch.
i.e when i come to graft the cells, they have all disappeared. any solutions?
