He could have dropped them off at the humane society and said they were strays. This SOB wanted to derive pleasure out of shooting the dogs. He needs to be fired on top of the other punishment he has received. He is a disgrace to the Fire Service, and if his union tries to keep his job for him, they are a bigger disgrace. If the Fire Chief doesn't fire him, he should be replaced with someone who will. The man's lawyer has it right. The public does care more about animals than people because of assholes like his client.
