Unless something has changed very recently that is not true.
Here is a reply from Yahoo in response to another group I belong to
that we thought had been abandoned by its moderator.

The thing I LOVE about yahoo groups is that if you
submit 3 different but identical requests on 3
different days to their help people, you will
frequently get 3 completely different answers
depending on how lazy and/or incompetent
the person is who is answering the request.
I've already advised the people trying to recover
the Grand Prairie group, to do a poll because I
knew about another group that was recovered in
a similar manner but I thought they might have
discontinued performing this service recently.
The nice thing about having our group messages
open to non-members is that I can now post a link
to your comments and say: "see, they are still doing
this, and if you continue asking them, eventually
you will get the answer you want."
(I just checked and Deb had the group set up
so that anyone can start a poll, but that could
also be a problem if she did not.)
