When you receive the October Journal, please pay particular attention to the ad being run by Mike Ball.  If the ad subject matter were not as serious as it is, I would laugh and ask who put the comic/funny ½ page in our Journal. 

Regarding our proposed Bylaws In spite of judges telling the MFTHBA we must have member approved restated Articles of Incorporation AND Bylaws in order to be in compliance with Mo. State law in order to enforce our developing Official rules, Standards & Policies; and the fact our current 2006 edition of the latter has been proven in court to be non-enforceable , then why has Mr. Ball seen fit to try scare tactics to suggest to members they vote against the proposed Bylaws?  Please take note the proposed Bylaws were extensively reviewed by THREE practicing Missouri attorneys before publishing to the members.  Why wouldn't he as a candidate for the office of President be more pro-active in support of our full membership?  What's in it for him not to have the Bylaws passed?  If he thinks the proposed Bylaws are the poorest written Legislation he's ever seen, ask yourself why during the 5 years he was in office, didn't 't he address the problem?  Why, when the previous lawsuits were filed during his tenure, did he not seek counsel from an attorney allowed to practice law in the State of Missouri and develop Bylaws along with enforceable Official Rules, Standards & Policies

Proposed Bylaw Article IV, Section 1.  Membership and Eligibility . This section of the proposed Bylaws clearly spells out  "Lifetime membership is for persons 18 years of age and over and will include all privileges and right afforded to MFTHBA members as outlined in the MFTHBA Official Handbook for the life of the member at a one time membership fee.  For any member currently under the age of 18 having previously acquired a lifetime membership all rights and privileges with the exception of voting rights will be honored; at such time the member attains age 18 as of January 1 of the then current year, all rights and privileges of membership, including voting will be available."  

Our current unenforceable MFTHBA Official Handbook states:   Article IV. MEMBERSHIP, Section 1 Memberships and Eligibility, Item B-1 (Page 9) reads as follows:  "Lifetime Membership includes all privileges and rights afforded to MFTHBA members as outlined in the Rules, Standards and Policies Book for the life of the member at a one-time membership fee.  Applicant must be an owner in his or her name of a registered Missouri Fox Trotting Horse."   Nowhere in our current unenforceable Handbook does it state than a lifetime member under the age of 18 can or cannot vote.  How many of us have or would take advantage of the current ambiguity and vote our children or grandchildren's ballot?  And for what purpose?  Do you really think passage of the proposed bylaws are, as Mr. Balls states, "obviously taking away members '"Voting Rights" or are the proposed bylaws a matter of clarification?  

Regarding Regional Representation:  Please note that if we do not pass the proposed Restated Articles of Incorporation of the Missouri Fox Trotting Horse Breed Association, Inc. AND the proposed Bylaws Regional Representation, even if passed by 100% of the membership, WILL NOT BECOME EFFECTIVE.   I direct your attention to a section in the restated Articles of Incorporation of the Missouri Fox Trotting Horse Breed Association, Inc.

Proposed Restated Articles of Incorporation of the Missouri Fox Trotting Horse Breed Association, Inc.  Article III, Section 1.  Board of Directors:   The affairs, business and property of the corporation shall be managed and controlled by its Board of Directors consistent with Missouri Nonprofit Corporation Act and bylaws of the corporation The Board of Directors shall consist of officers and directors elected by the membership as set forth in the bylaws of the corporation.

Proposed Bylaw, Article III, Board of Directors, Section 2. Directors, Item A Number:  From the time of adoption of these Bylaws, the number of director positions shall number not less than seven. 

Now, look at your Ballot for Proposition No. l Regional Representation:  At the bottom, it clearly states "A majority affirmative vote for regional representation will direct the Board of Directors to plan the implementation for the election of regional directors. "  Geographic boundaries will be established based on the total count of members within a region.  PLEASE DO NOT CONFUSE REGIONAL REPRESENTATION BOUNDRIES WITH THE CURRENT SHOW CIRCUIT REGIONS THE TWO ARE NOT RELATED.

In closing, please cast your presidential vote very carefully.  And, by casting your affirmative vote for the passage of the restated Articles of Incorporation, Proposed Bylaws and Regional Representation, you will help move our Association into a legally sound and proactive future.

West Nile Virus Clues Sought

In the cool of the morning at an isolated corner of the Salton Sea, Sarah Wheeler gently cradles a tiny marsh wren in her gloved hand. After some quick measurements, she crimps an ID band on the bird's leg. Then she draws a small blood sample that could help solve some big mysteries.

Wheeler is part of a UC Davis research team tracking West Nile virus in birds along the Salton Sea. Like Wheeler, scientists across the country are trying to glean answers that could solve the puzzle of this relatively new and potentially lethal mosquito-borne disease.

For example:

Why does West Nile virus seem to devastate some birds and not others? How did birds help spread the virus from coast to coast in just four years? What lessons does it hold about how emerging diseases might spread in the future? And what will happen to the crows and jays that appear to be most devastated by the disease?

As expected, West Nile virus has reappeared this spring in Salton Sea mosquitoes and American crows in Riverside, San Bernardino and as far north as Ventura County.

California's dead-bird hot line is flooded with reports of dead and dying crows, jays and other birds. Earlier this month, so many worried Southern Californians called the state's hot line that the phone system crashed.

State health officials have quit sending people to pick up birds in some communities, such as San Dimas and West Covina, where numerous infected birds already have been found.

"In those areas, they're concentrating on control, because they already know it's there," said Robert Miller, a state Department of Health Services spokesman. Still, Miller said people should continue reporting dead birds so the state can track die-offs.

Birds vulnerable

Mosquitoes spread the virus from bird to bird - and sometimes to humans and horses. A vaccine has been developed for horses but not for people.

Mosquito-control officials have been urging the public to empty neglected swimming pools and other potential breeding areas, to fix window and door screens and to wear protective clothing - long sleeves and pants - at dawn and dusk when mosquitoes are present.

In people, the virus can cause fevers, headaches, overwhelming fatigue and, in less than 1 percent of patients, a polio-like paralysis or brain inflammation that can lead to death. Most people, however, don't know they've been infected.

Crows, ravens, scrub jays and magpies are especially vulnerable. Large die-offs have been reported in other areas hit by West Nile. Hawks and owls also are sickened by the virus. Chickens, which are used to track emerging West Nile infestations, develop antibodies but don't get sick.

No one yet knows why.

"Clearly, if a mosquito bites a crow and the mosquito's infected with West Nile virus, the crow's prognosis is grim," said Aaron Brault, a researcher at the UC Davis Center for Vector-borne Diseases. In laboratory tests, every crow infected with the virus has died. No one has yet found a crow in the wild that survived a West Nile infection, Brault said.

But will the virus wipe out every crow in Inland Southern California?

"We really don't know on the population level what kind of effect the virus is going to have," Brault said.

Time will tell

West Nile virus was detected in North America in 1999 when New York City crows and other birds began dying mysteriously. Scientists and health officials eventually realized they had a new virus that was killing birds and making people sick.

In other parts of the country, West Nile has caused localized declines in crows, said Emi Saito, a U.S. Geological Survey scientist based in Madison, Wis. But crows haven't disappeared everywhere the virus has emerged, said Saito, the agency's West Nile virus surveillance coordinator.

In some East Coast areas, crow numbers have plummeted one year, then revived a couple years later, she said. But scientists don't know what that means for the long term, she said, because the virus is still too new.

One worry of wildlife scientists is how the virus will affect endangered birds, such as the rare California condor or the light-footed clapper rail, which numbers only about 300 pairs in Southern California and northern Baja California. Already, scientists have tried to immunize condors.

Saito said wildlife officials are especially concerned that Hawaii's native birds - many of them rare - could be devastated once West Nile reaches the islands. For example, she said, there are only about 37 Hawaiian crows - so rare that all are in captivity.

Learning experience

Patrick Redig, director of the Raptor Center at the University of Minnesota, believes hard-hit bird species will survive.

In Minnesota, more than 100 ailing red-tailed hawks, great horned owls and other raptors were brought to his center with West Nile infections in 2002, he said. By 2003, the center saw half that number of cases.

Redig believes the virus will kill a noticeable percentage of raptors and crows, but it won't kill them all. The survivors likely will be those most resistant to the virus.

"You'll probably get clobbered this year, and then it will melt down into a residual annoyance," he said.

Whatever happens, Saito believes West Nile will teach scientists a great deal about how previously unknown diseases can be spread so quickly, and how they can affect the health of animals - and people.

"It's a really good example of what happens when you introduce a new organism into an area where it's never been before," she said.

Out at the Salton Sea, Wheeler spreads her nylon mist net in a thicket of saltbush and arrow weed. As marsh wrens and yellowthroats flit from bush to bush, some are ensnared, unhurt. Wheeler and her helper, Mark Palmer, gently untangle the birds and stow them in a jury-rigged bird box until they can return to their pickup and draw blood samples.

Wheeler patrols several locations, checking bird traps for doves and quail and setting up nets to catch warblers.

So far, Wheeler said, none of the marsh wrens shows evidence of a West Nile infection, offering another mystery.

"We don't know if we're not getting positives in these birds because they're dying or they just haven't been bitten yet," Wheeler said.

I have attached the ad specifications for the 2003 California event program.   This information applies to the California, Ohio, and Massachusetts 2003 Event Programs.   Should you choose to advertise in all three event programs, you will receive a 10% discount on each ad—even if you can not exhibit at any of the 2003 Equine Affaires!    The space reservation deadline for the 2003 California Event Program is December 27th and the ad copy deadline is January 3rd, 2003.

This schedule was sent to me & I am passing it along for
those of you who are interested in attending these shows....

The 2002 California Fox Trotter Association Show Schedule:

April 6 - Ridge Rider's Arena in West Covina @ 11 a.m.

May 4 - Ingall's Park in Norco @ 11 a.m. (probably in the lower arena)

June 1 - Ingall's Park in Norco @ 11 a.m. (probably in the lower arena)

July 6 - Ridge Rider's Arena in West Covina @ 11 a.m. (2 year olds
may begin showing in performance and weanlings in model)

August 3 - Futurity Show, Ingall's Park in Norco @ 11 a.m. (Note that
we moved the futurity to make it at Norco where stalls are available.) 
We should be in the upper arena which is covered.

October 5 - CFTA Celebration & Breed Show,
Ingall's Park in Norco @ 10 a.m. (one hour earlier than the rest). 
This should also be in the upper, covered arena. We are still
working with the City of Norco as to which arenas we will use. 
There is some question as to what the footing will be like in the
new covered arena and what the cost will be.  Indications are
that people will be willing to pay extra to be in a covered arena
in August and October.

YIPPEE!!!!!!!  Today the mailman delivered my beautiful Breyer MFT
horse........."Southern Sunrise" a golden Palomino.  I have been
waiting to get this new Breyer model horse for over 2 months.  He's
absolutely beautiful & he comes with a tag that is attached to his
neck that says, "Hall Of Fame Missouri Fox Trotter "Southern Sunrise."
Inside the tag it reads......"In Marshfield, Missouri the sunrises are just a
little brighter thanks to "Southern Sunrise," the World Grand
Champion Missouri Fox Trotter owned by the Larry Stevens family.
"Southern Sunrise," a smutty Palomino born in 1990, was the 1992
Reserve World Grand Champion performance stallion and the 1994
World Champion Amateur performance stallion.  But "Southern
Sunrise" has truly staked his claim as an outstanding sire by siring
more World Champions at his age than any Missouri Foxtrotting
stallion since the breed was founded in 1948!"  He is Breyer Model
#1172.  He is certainly a very welcome addition to the MFT Breyer
model Missouri Fox Trotters that have been introduced to their line.
