Ben, there is something of interest about the Penn State IPM program. They are
very active in PA and have an office and Grant funds here in Philly. Below is a
comment from Michelle Niedermeier about cuts to that program.

As we announced at our annual PSCIP meeting, a change in the new farm bill has
removed 'formula' funds (Smith-Lever 3d) from state extension IPM programs in
favor of a competitive, project-oriented format. This change affects the
employment and continuity of Pennsylvania IPM Program staff. Our staff have
worked in Philadelphia for more than 6 years and throughout the rest of the
Commonwealth for more than 10 years, to develop IPM educational programs for
urban audiences.
We fear that the loss of formula funds will endanger our relationship with PDPH
and Vector Control Services. If you are also concerned, we would appreciate it
if you would please submit a comment before 15 November to
