Recently (Jan 9), the 6th US Circuit Court overruled EPA's previous decision that NPDES permits were not required for pesticide applications.
I ran in to some folks recently who were unaware of this ruling, so I though I would share the information with the organization.

Essentially, the court decided that the Clean Water Act trumps FIFRA. It is my understanding that PADEP is currently working internally to come up with a procedure for black fly and mosquito control applications.
