Dear Fellow Rescue Workers -

My name is Heather and I am the Rescue Coordinator for Camden
County Animal Shelter. I am desperately seeking help for a little
girl named Peanut!

Peanut was found by an Animal Control Officer in Camden, back legs
paralyzed, scratching to get into the door of the crack house where she
was living. Animal Control took her to the emergency vet where she has
been ever since. Unfortunately, they have done all they can for Peanut.
Her paralysis is unable to be corrected and she does not have use of her
bowels - She must be expelled, like a puppy.

They are guessing Peanut is about five years old, but she could be
younger and have had such a bad diet that her teeth make her appear
five. She is a very happy little girl and the wonderful folks at the
hospital made her a cart and she gets around great! She is very much
full of life!

We are unable to take Peanut to our Shelter. We simply don't have the
resources to give her the care and attention that she needs. The
hospital can no longer keep her and we have until Labor Day to find a
place for her. They won't be able to give us an extension on that
time frame.

We don't have very much time to try and save this girl! When the
hospital contacted me, my heart broke, and I am trying everything
possible to save her from euthanasia. Please, if you cannot help Peanut
yourself, cross-post this story and her pretty pictures! All medical
records will be made available and my contact at the hospital will be
happy to answer any questions. I can be reached at
CamCoShelter@... and I check E-mail extremely frequently.

The HSAC offers the Pet Fair to the public, the focus to highlight rescue
groups, shelters, adoption, spay/neuter, working dogs, and information
related to animal welfare. There will be various demos from area
police/fire/emergency K9, & other working dogs, family friendly activities,
micro-chip clinic, raffle items, food, etc.

Groups will be able to table as you normally would - bring a few of your

Fun for the entire family! There will be food, music, door prizes, 50/50
raffle, dog costume contest, arts & crafts, police canine unit demonstration,
dog
agility, dog frisbee champs, doggie wedding chapel, photo ops and shopping
with many pet-centric vendors. Prizes are awarded for "walkers" who collect the
most money. Lou Russo of the radio station 94.3 The Point will emcee and chair
the event. Lulu, the famous Lhasa Apso from Manalapan, who saved her parents'
lives from a fire in March, 2006, is our Honorary Chairdog. Harold and Peggy
Eisen, Lulu's parents, could not be prouder! Read Lulu's amazing story!

Red Bank Veterinary Hospital is the main sponsor of this wonderful event. At
the Awards Ceremony, we will be presenting two (2) bullet proof vests to the
police canines of Hazlet and Holmdel. We are also presenting a plaque to Callie
posthumously for her Pet Therapy services. Callie, a Rottweiler, recently
died at the early age of 3 of a respiratory illness that she had since birth.
Debbie Elsinger, her mother, will be accepting the plaque.

The minimum donation is $25 per dog. For $50, the donor will receive a
commemorative T-shirt. For non-dogs, i.e. people unaccompanied by dog(s),
donation is $15 per individual and $25 for families/groups (2-4 people).

Remember, prizes are awarded for "walkers" who collect the most money.
Previous year's prizes included a "Create Your Own Vacation Getaway" or
an "Extreme Makeover" package. Registration forms coming soon!

and better!

NJ - Help PCRM Implement Consumer Awareness at National Restaurant Chains

ATTENTION: HAVE YOU OR ANY OF YOUR FAMILY MEMBERS, FRIENDS, OR
PATIENTS PURCHASED AND EATEN GRILLED CHICKEN FROM A NATIONAL
FOOD CHAIN LOCATED IN NEW JERSEY?

PCRM plans to file several lawsuits nationwide against national restaurant
chains for failing to alert consumers about the presence of a known
carcinogen (PhIP) in their grilled chicken products. Though some people
know that chicken and red meat contain similar amounts of saturated fats
and cholesterol, few people outside the restaurant industry know that
grilled chicken also contains carcinogenic chemicals. This case will be
used to raise public awareness about the unhealthfulness of grilled
chicken. The primary relief sought in these lawsuits is warnings to
consumers at each restaurant serving these animal products.

Having started in California, our next suit will be filed in New Jersey.
However, in order to bring this suit, we need your help. We need people
who bought and consumed grilled chicken products from one or more
of the following chains (currently defendants in our first lawsuit):
McDonald's, Burger King, Applebees, TGI Fridays, Chick-fil-a, Chili's,
Outback, and T.G.I. Friday's.  However, we will also consider suing on
behalf of those who bought and ate grilled chicken from other national
restaurant chains.

The Cape May County Animal Shelter Alliance is pleased to announce
the construction of their new Education, Arts and Training Center. (Off
Exit 11 next to the County Animal Shelter) The courtyard will consist
of numerous trees, bushes, benches, a building as well as a memorial
brick walk that will wind throughout the area. By purchasing a brick you
will help us build this courtyard thereby helping to educate the public

The Cape May County Animal Shelter Alliance (CMCASA)
"An Education, Training And Arts Center
For Animals And Their People"

Aim:  To create a semi enclosed area between the CMCASA Spay/Neuter
Clinic and the Cape May County Animal Shelter.  A partnership between
CMCASA members and the shelter staff would provide the following:

·       Humane Animal Education including:
Importance of Spay/Neuter
TNR in Cape May County
Proper treatment of animals at home
Importance of animal medical care
Seminars on community involvement with shelter animals.
Animals in the arts

·       Dog Training Sessions
   Obedience classes for dogs
   Professional dog trainers will teach classes on dog obedience for dogs
adopted from the shelter as well as dogs from the general public.  Since
many shelter dogs are returned due to lack of training these session will
provide a permanent solution to that problem.

·       Agility Training For Shelter Dogs
  Will provide much needed exercise, discipline, and rewards for shelter dogs.

·       The Celebrity Quilt
               This is a living quilt signed by over 150 people of fame who
support animal rights. This quilt, will be on permanent display for the
public to view and will include biographies of those who have signed it
including 3 US presidents, writers, artists, movie stars etc.

Reflection Garden  A place for students to draw, paint, write and reflect
on their experiences with shelter animals.

CMCASA feels that education is one of the key elements to humane
treatment of our beloved animals. We know that, through this courtyard,
we will have the opportunity to expand public awareness, beginning with
our most valuable resources, the youth of Cape May County.

San Francisco Says Pit Bull Sterilization Law Successful

The amount of pit bull terriers and pit bull mixes abandoned and
euthanized in San Francisco, California has significantly decreased
ever since the city implemented a law that requires pit bulls to be
sterilized, animal officials said.

Animal Care and Control Director Cal Friedman said San Francisco has
taken in 21 percent less pit bulls since the law was implemented 18
months ago compared to the previous year and a half. The number of
pit bulls euthanized has decreased 24 percent. Before, about 75% of
the dogs in San Francisco's Animal Care and Control were pit bulls. Now,
they occupy only 25% of the space.

The pit bull sterilization law was passed after a 12-year-old boy was mauled
by two pit bulls that had not been sterilized.

Friedman said fewer pit bulls are abandoned now because less pit bulls are
being born.

"Something is working," he said. "I wouldn't bet the house it's all because
of the ordinance, but nothing else has really changed."

38 pit bulls have been confiscated by animal control officers because
owners refused to comply with the law. Friedman said around 500 pit
bulls have been spayed or neutered since the implementation.

Since the law was targeted only at pit bulls, the spay and neuter
ordinance required a change in state law to allow cities and counties
to impose "breed specific" requirements.

San Francisco's SPCA does not believe in breed specific legislation,
but they acknowledged that they have seen more pit bulls being brought
in to be spayed or neutered.

"This law has been a success in reducing the euthanization of animals,
and we do support that," said SPCA president Jan McHugh-Smith.

Some animal organizations prefer that the spay and neuter process be
voluntary. In cities around San Francisco, pit bull advocates and animal
control officials are focusing on educating the public on spaying and
neutering instead of making it mandatory.

"We have seen it become much more difficult to own a pit bull in San
Francisco, especially if you're a renter. The law has brought an added
stigma to the breed," said Donna Reynolds, executive director of the pit
bull advocacy group Bad Rap. (Bad Rap is the group that has been called
on to help the ASPCA evaluate the pit bulls seized from Michael Vick's
property.)

Reynolds said she has seen an increase of people getting their pit bulls
spayed or neutered simply by offering resources and supporting dog
owners instead of forcing them by law.

Despite the disagreement over the pit bull sterilization law, animal
advocates on both sides agreed that spaying and neutering is essential
because it decreases the number of abandoned puppies and lowers
aggression in male dogs.

In San Francisco, Animal Control officers issue a fix-it ticket to dog
owners who have not complied. They must sterilize their pit bull within
two weeks. The officers also hand out pamphlets on low-cost and free
procedures.

They then follow up with the owners, and a first violation can lead to a
citation and a $500 fine. More than one citation can put an owner in
prison and the city will seize the dog.

More often than not, Animal Control officers will take the dog after
the first citation. They will spay or neuter the animal and return the
dog to the owner.

Since the law has been implemented, 250 fix-it tickets and 204
citations have been handed out.

Friedman explained that the law did not reflect an official desire to
condemn pit bulls. He said the breed is more of a problem because
of the large numbers of dogs than their disposition.

"I've seen pit bulls make wonderful companion animals - they are
good for families and children," Friedman said. "I understand where
(opponents) were coming from, but I didn't want to see us going the
same routes as other communities that are banning certain breeds
altogether. In my mind, this is a very good compromise and it's been
a success."

Keep Your Dog Hydrated in Hot Weather

Labor Day weekend marks the end of summer for many folks but the
warm temperatures of these "dog days" of summer persist well into fall.
Until it begins to snow, your dog runs a risk of overheating during any
outdoor activity. My dogs Haven and Beacon have over 400 miles of
running and hiking on their paws this year, so I'll share some of the
lessons we've learned trying to keep cool and hydrated in the heat.

Whether human or canine, exercise generates heat in the muscles. We
can sweat to evaporate some of that heat, but dogs aren't able to sweat
over much of their body. On top of that they're wearing a coat of fur -
whether it's the spring jacket of a Greyhound or the winter parka of a
Malamute, it keeps them warmer than the bare skin we're sporting.
Even if the temperature feels comfortable to you, it feels warmer to
your dog. Personally I'm happiest at 60 degrees Fahrenheit while Haven
and Beacon with their Labrador coats prefer 40 degrees. Many longer-
coated dogs are friskiest in sub-freezing air! Another consideration is
how acclimated you and your dog are to the heat. If you've been active
all summer outdoors but your dog not as often, he won't be as
conditioned for the high temperatures so keep the activity duration
shorter if this is the case.

Whenever you head out for a walk, hike, run, or other physical activity
with your dog, remember to bring water. How much? Enough for you
and for your dog. Running solo on a hot day I can easily finish off a 24-oz
water bottle, so if I'm bringing Haven or Beacon with me I need to carry
a second water bottle just for them! You may have heard the hydration
advice to drink water before you feel thirsty. It's very true and easy for
a person to heed, but try telling your dog to drink when he's not thirsty!
Not gonna happen. Make sure that your dog has a chance to drink early
in the workout. My dogs rarely drink before leaving the house, but will
usually be ready for a drink within the first five minutes of running. By
the way, that's also great advice for the humans!

Some dog can be picky drinkers, so learn how they prefer to get their
water. Haven loves to lap up the stream of water that's dribbling from
my water bottle, but Beacon ignores it. Sometimes if I shoot a hard squirt
of water at him he will bite at it and get some water that way, but he
usually doesn't drink enough unless he can lap it up from a bowl or cup.
As a result Haven is much easier to keep hydrated on longer runs unless
I carry a collapsible water bowl for Beacon.

Or, I can plan my route to pass by a source of water so I don't have to
carry so much. Some downtown areas have water fountains where you
can drink and fill your dog's water bottle/bowl. Even more fun is finding
access to a lake or river where your dog not only has an unlimited
supply of drinking water, but he can also wade (or even swim) to cool off.
I wouldn't recommend that you drink from a lake or river! However, be wary
of your dog using drainage ponds or water with significant algae or
other contaminants that he might consume while drinking.

Signs that your dog is becoming very hot are a bright red tongue that's
hanging waaaay out of the mouth, some foamy saliva collecting on the
chin, hanging back or walking very slow, or a very tired and lethargic
expression in their eyes. If you see these signs be sure to slow things
down and find your dog some water. Beacon, for example, loves to fetch
so much that he would retrieve until he collapsed unless I force him to
take "time outs" to rest a few minutes; otherwise he forgets all about
drinking or even getting enough oxygen! Many dogs are just as driven
as Beacon and you want to be careful with them.

Be prepared for recovery after the activity is over. You dog should have
access not only to water but also a cool place to lie down. My dogs enjoy
lying on a cold patch of exposed concrete in the basement and I'll spoil
them further by turning on a floor fan to blow on them. Usually I'm down
there with them trying to cool off myself after a hot run! If you aren't
going home right away then at least find some shade outdoors or even
some water for wading/swimming. Other options are air conditioned
places like your car or even a local pet store if one is nearby. Beacon's
favorite way to cool down is for us to run cold water in the bathtub;
he'll hop in and lay down in the water while drinking from the faucet.
Haven's preferred method is when I fill up the kiddie pool in the backyard.
As you can see in the photo she sure enjoys it!

The main idea to remember is that however hot you feel, your dog is
feeling even hotter; if you're thirsty, your dog is even more thirsty. And
if you're hungry, so too is your dog. Just like with people, a dog's
recovery from physical exertion can be aided by having something to
eat afterwards. Any dog treat will do, but something with protein will
be more beneficial. Haven and Beacon often get a dried bread crust
slathered with peanut butter. Wait for your dog to relax until they're
no longer panting heavily before giving them food, especially if it's
sizable or rather sticky. Take care of your dog in the heat and he'll be
very tired, happy and healthy when the fun is done.

LANCASTER COUNTY, Pa. - Private animal shelters shoulder much of
the burden for housing stray dogs in Pennsylvania.

Jessie Smith, deputy secretary of the state's Bureau of Dog Law
Enforcement, said Pennsylvania may be the only state in the country
that doesn't allocate tax money to operate county pounds, which would
house strays and animals seized in abuse and neglect cases.

"So the obligation falls on private shelters, because there isn't any other
public funding for animal control," Smith said. "That's very unusual."

Since January, the Humane League of Lancaster County has stopped
accepting strays picked up in four county municipalities that declined
to chip in to help fund its shelter. Many of those animals end up being
shipped to animal shelters in another county.

Pennsylvania would be in trouble if all shelters stopped providing
animal control services; and shelters might be forced to do that if
municipalities stop contributing to shelter costs.

Smith said Pennsylvania does provide two annual grants totaling
$10,000 to eligible shelters to help cover costs. But shelter officials
say that's not the gift it seems to be.

"That's $10,000 for a shelter that has a $1.5 million budget," said
Amy Kaunas, executive director of Humane Society of Harrisburg Area.
"And to get that, you've got to make room for any dogs brought in by a
dog warden at any time from anywhere.

"So it's not like it's something for nothing. They want to enforce their
laws, so where do you think they go? They come to us."

Kaunas said the Harrisburg shelter takes the grant. But because
the Humane League denies shelter to strays picked up in East
Drumore, Little Britain, Drumore and Salisbury townships, it isn't
eligible for the grants.

Even though the grant might outweigh costs to house the handful of
strays that come from those townships, Joan Brown, president and
CEO of the Humane League, said it's unfair to paying municipalities
for her shelter to take strays from the ones that don't.

BOYCOTT THE NFL SPONSORS

  Do you know how to electrocute a dog? I don't. Have you recently
  purchased a piece of property exclusively for your dog hobby? Most of us
  have not. After initially lying to Authorities, Michael Vick and his
  high paid lawyers are now asking for forgiveness of his "mistakes".
  These are "mistakes" that have left a trail of evidence dating back to
  2001, right after he signed a $150,000,000 contract with the Falcons.

  If you feel forgiving, you haven't read the federal indictment which was
  about to become even worse when he accepted the plea deal. Mr. Vick
  would rather have his image appear as though he made a few "mistakes",
  than what would have come out while testifying about the brutal
  execution and torture of the dogs that had the unfortunate fate of
  belonging to Vick and his friends. Isn't this like saying that
  pro-wrestler Chris Benoit was a good man until he made a couple
  mistakes?

  The single most difficult event of my life was lying on the floor
  holding my best friend's head as the veterinarian euthanized her
  humanely when cancer brought her too much pain. Mr. Vick's "mistakes"
  include hanging, drowning, shooting and slamming his dog's bodies to the
  ground if they don't rip and tear their opponents apart over at least a
  six year period of time.

  Thank you, Air Tran for taking decisive action when the word came out
  about what kind of person he is. The same goes for Reebok, Rawlings, and
  ultimately Nike.

  Why is the NFL acting slower than the federal government in deciding how
  to deal with Mr. Vick? It's all about the money.

  I am not a member of PETA or the HSUS. The NFL will paint these groups
  as extreme. I contribute generously to our local shelter.  I have bought
  many products that support the NFL up until now. But I plan to send a
  message to the NFL to take decisive action, in the only way that seems
  to matter to them.

  Do you remember those Superbowl commercials with the cute Dalmatian
  puppies,  the beautiful horses playing football? And there is always the
  Clydesdales. Anheiser Busch paid millions of dollars to the NFL to bring
  these commercials to animal lovers like us.

  Other significant sponsors of the NFL include:

  Subway Restaurants

  Pepsi
  Coke
  Doritos
  Sierra Mist
  Go-daddy.com


  There are many others that don't come to mind immediately.

  My Peyton Manning drinking cup went into the trash after he said "I wish
  him the best" during last night's preseason game, when asked about the
  Vick situation. That was it. I am done watching the NFL and more
  importantly supporting the NFL through these sponsors until they throw
  Vick to the curb.

  I don't wish Michael Vick the best. I wish the 60 or so victims of Bad
  Newz Kennels that are distributed across the state in local shelters the
  best. Unfortunately their future is not good. At least they won't be
  electrocuted, shot, hanged, drowned or slammed to the ground until they
  die painfully.  Their heads and bodies will be stroked by the thankless
  shelter workers that have become attached to these poor dogs.  These
  dogs are sitting at the shelter waiting on Michael Vick to take a plea
  deal, then they will be put to sleep humanely - at least Mr. Vick and
  his friends won't be the last human they see or touch.

  You can help tell these sponsors to tell the NFL to take action
  immediately and stop condoning the thug image of Michael Vick, through a
  temporary boycott of the NFL's sponsor's products. Maybe then they will
  stop hiding and looking for a politically correct position. Enough is
  enough.

  Help spread the word.

A special kitty has captured the hearts and attention of many
Gloucester County residents.

Even young entrepreneur Molly Knox, 6, of Pitman, was intrigued by
this feline phenomenon. Knox raised almost $75 by selling her pet
socks, made of stuffing, catnip and ribbon and donated it all to the
cost of surgery for this one special cat.

St. Patty, an approximately 14-month-old kitten, arrived in the arms
of Jennifer Smith, a Furrever Friends Rescue and Volunteers foster mom,
on Saint Patrick's Day this year. She was ill, but that was just the beginning
of her problems.

St. Patty had no eyelids. The fur surrounding her tiny eyes thrust into her
corneas, causing pain and discomfort.

"At first the veterinarian thought she had inverted eyelids," said Smith as
she cuddled St. Patty in her Brooklawn home. "But we learned she didn't
have any eyelids. So we took her to specialists at the University of
Pennsylvania School of Veterinary Medicine."

It was there that Dr. James Schoster, a veterinarian for 30 years who
specializes in veterinary ophthalmology, took over care for the suffering cat.

"She has an unusual birth defect," Schoster said from his home in
Minnesota. "This is the fourth time in my career that I've seen this."

For initial treatment, before surgery, Schoster tried a new method
found in veterinary medical journals -- injecting collagen above the
eye where the eyelid should be to stretch the tissues and begin
recreation of the eyelid.

Two weeks later, Schoster put St. Patty under anesthesia to remove a
layer of hair that was rubbing her corneas.

On July 30, Molly Knox stepped into Smith's home and met St. Patty
for the first time. Surgeries for the kitten cost approximately $1,000.
Community donations have paid for the procedures.

"I'm glad I helped save her," said Knox as she petted St. Patty. "I love
cats because they're playful."

Running happily through the house, St. Patty has recovered from the
surgery, but remains sensitive to light and appears to be afraid of opening
her eyes too wide. She has befriended many of the family's foster kittens.

"She doesn't see real well, but she gets around good," said Smith.
Squinting, she invites cuddling and pets from her caretaker and Knox.

The University of Pennsylvania assisted FFRV by discounting the cost of
St. Patty's surgery by 50 percent. Because of interest in St. Patty's
condition, a drug company donated the $900 collagen treatment.

After developing a form of glaucoma, St. Patty now needs expensive eye
drops, which are donated by Lipkins Pharmacy in Brooklawn, saving the
rescue $300.

With more than 60 cats in foster care throughout the tri-county area, the
FFRV is still in need of funding, donations and adoptions.

"We do as much as we can," said Jennifer Wesh, president of FFRV. "We were
lucky to find (St. Patty) and thankfully she found us, too."

Found  Boston Terrier in Glenside - Montgomery County, PA

My neighbors found a Boston Terrier in Glenside today. The dog was
running loose with a leash still attached to the collar. If anyone
knows who lost this dog, please respond! They notified the police and
the SPCA, but have not heard anything yet. They are taking care of him
until the owner is found, so please, no warnings about giving the dog
to someone who would hurt him. Thanks!

Lost - male Maltese - Upper Darby, PA

2 year old male Maltese (intact) escaped from door on Friday,
Aug. 24, about 5 pm. He was wearing a black nylon collar with an
irridescent bone-shaped tag with his name - Sundance Touhill.
Tag also has address and phone number.

Sundance is very friendly and would approach anyone. He reportedly
was chased and picked up by a young girl who may have taken him to
her home.

Family has searched far and wide, and has put up flyers throughout the
neighborhood offering a reward for their dog. Katherine Ann (Kat), their
8 year old daughter, has Down's Syndrome, Leukemia, ALL, and just got
out of hospital with pneumonia, fluid in her lungs and a bacterial infection.
She uses a feeding tube at night. Kat is distraught over her missing dog
and doesn't understand why he's not there. He was her only playmate. She
can't be around other children because of her compromised immune
system, and Sundance is her best friend.

Urgent - 3 Untamed kittens need to be trapped - Joyce Kilmer rest area - NJ

ALERT:  A transfer of three 3-month-old untame kittens went all wrong
yesterday morning.  The kittens were supposed to be transferred from
the woman who collected them to me for the purpose of socializing them
for eventual adoption.  All three are black and white and got away from us
at the south end of the Joyce Kilmer rest area on the NJ Turnpike.

They ran off into the wooded area on the border of the picnic area.  If
anyone can trap them this evening I am willing to drive back up to the
rest area and collect them.  (Neither I nor the transferor have traps for
these.  (I live near exit 5 – the kittens' origin was Bergen County.) The
last time the kittens were fed was early Saturday morning, so they
should be hungry.

If you're successful in trapping them please call me at 609-239-8136.

The new Maine statute will mean a state fee of $25 for those who
advertise even one puppy or kitten.

AUGUSTA, ME — A law that goes in effect Sept. 21 will prohibit you from
taking out an advertisement to sell one kitten or puppy unless you pay
the state $25 for a vendor number that is good for 60 days.

The other option is to become a state-licensed breeder and pay a $75
annual licensing fee, with background checks and home and kennel inspections.

Estelle Werly, a Gardiner resident, called the new law is unfair.

She said she knows single mothers who barely scrape by and raise two
litters a year of purebred but unregistered kittens to help supplement
their incomes and heat their homes for the winter.

"I'm all for shutting the puppy and kitten mills down," Werly said, "but that
is not what this new law is about. "Heck, the state gets complaints for a
year or more before they even bother to shut down those horrible places,
if they even do it at all. This law states you can not sell more than one
animal a year without paying this fee."

Norma Worley, state director of animal welfare, said the new rule is
intended to provide the animal welfare division a tool for tracking
unlicensed large-scale breeders.

"It came out of a legislative committee. It was a suggestion from a
licensed breeder," Worley said, "and I have to agree with (Werly),
somewhat. (Licensed breeders) are following all the rules and there are
a lot out there who aren't."

Worley said the $25 fee isn't unreasonable.

Uncle Henry's, a weekly classified-advertisement magazine, prints hundreds
of notices for dogs and cats that sell for up to $1,000 each, she said.

The unregulated large-scale breeders are undercutting the prices
charged by licensed breeders who pay extra fees to operate and have
the expense of keeping kennels clean and animals healthy, she said.

"Not only that, but the consumer doesn't have any protection from
an unlicensed breeder as far as the animal welfare laws," Worley said.
"The sale-of-dogs-and-cats statute does provide rights to the purchaser
as well as the breeder."

Kevin Schmersal, a breeder of German shepherds in Bangor, came up
with the idea.

He thought of it after the Legislature passed a law that charged fully
licensed breeders $25 per puppy or kitten sold, which went to the
Help Fix Maine Program, a low cost spay-and-neuter fund.

"But they were only charging the licensed breeders," Schmersal said.
"If you look at the different publications, there are thousands of people
who are selling cats and dogs, opposed to a handful of licensed breeders;
  and that seemed a bit unfair to me."

He said overbreeding is a problem in Maine.

"Breeding animals is a responsibility and, unfortunately, there are a
lot of unhappy endings," he said.

"If you want to be a breeder, be a breeder. We just want to know who
you are."

Angeline Pepper of the Heart of Gold Kennel in Monmouth, who raises
golden retrievers, also backs the new law. She said she can't compete
with a hobby breeder's prices. As a licensed breeder, Pepper has to charge
a 5 percent sales tax.

"So you have to deal with all that extra cost," Pepper said. "(Unlicensed
breeders) put a price of $400 in Uncle Henry's (for a dog) and I have to
charge $500 to keep up with all the fees and things you have to do."

Dear District Attorney Pattillo,

I thank the Guadalupe County District Attorney's office for investigating
three boys who allegedly snatched Stephanie Tavere's dog Tobey from her
backyard for a torture spree ending in death.

News reports state the teens brought the little girl's dog to a deserted
home, where they repeatedly tossed him out a second-story window until the
animal's legs were crushed. Then they dangled the dog from a tree and
pounded him like a punching bag. Their violent escapade didn't end until
they'd removed the dog's head. Authorities claim Tobey suffered burns and
other massive injuries before death.

This sickening crime occurred the last week in August 2007. I am disturbed
these teens may bypass prosecution under NEW animal cruelty laws, effective
as of September 1, 2007.

I implore the Guadalupe County District Attorney to seek stringent penalties
under revised Texas Animal Cruelty Statutes that clearly identify cruelty
and facilitate indictments and convictions. Please advocate maximum
confinement and ensure the youths undergo psychological evaluation and
therapy. I respectfully propose internment in a juvenile detention hall
until each boy is 18 years of age. At that time, reassessment of the boys'
personality traits would determine if adult incarceration is necessary.

I urge you to forego any arrangements that result in the offenders'
immediate probation or return to the community before their 18th birthdays.
Lenient penalties will not serve these juveniles or society.

The courts cannot excuse blatant cruelty because victims are deemed
undeserving of our mercy. As you know, the intensity of a vicious act --
regardless of the victim's identity -- is a forerunner to more violence.

These boys are similar to adolescents who victimized animals before
committing aggressive crimes against humans: They display no remorse.
Columbine shooter Eric Harris, 18, smashed mice with a crowbar and set them
on fire. Washington D.C. serial killer Lee Boyd Malvo killed stray cats with
a slingshot. Kip Kinkle blew up a cow and burned a live cat. He then shot 25
classmates and murdered his parents in Springfield, Oregon. Andrew Golden
and Mitchell Johnson, both 13, battered dogs before killing five people in
an Arkansas school rampage.

Randall Lockwood, Ph.D., regularly enlisted to aid cruelty investigators,
law enforcers, court officials and mental health professionals, identifies
acts of prolonged maltreatment (torture) as more indicative of potential for
repeated violence against others.

Tobey, a small gentle animal, endured unspeakable agony. While nothing can
undo this fact, your action may prevent future violence at the hands of
these youths and lead to their rehabilitation.
