ANIMALS being raised in China's Hebei province to supply fur for
clothing are being skinned alive, a Swiss animal protection group said
today. The group (PSA) said it had six hours of video film and 550
photographs taken by local activists showing foxes, wild dogs or martens
being clubbed or thrown to the ground to knock them unconscious, thereby
avoiding damage to their pelts.

Most of the animals are just stunned and often recover consciousness
while they are being skinned, leaving them in agony for up to ten
minutes before they die, PSA said in a statement.

"This inconceivable horror exceeds anything we knew so far on the way
animals are killed in the west," it added.

Many cheap furs on sale in Europe, or used as linings for hoods and
collars, come from China, according to the group.

It said it wanted every consumer to understand "how these animals lived
and how they met their end".

More than 1.5 million foxes, and about as many martens, mink, rabbits,
dogs and cats are raised in China every year for their fur, according to
PSA.

The animal protection group asked the Swiss government last year to ban
imports of dog and cat fur from China.

(PSA), cuyos responsables lograron filmar estas prácticas con cámaras
secretas.
En los criaderos de la provincia de Hebei (norte), los zorros, los
perros salvajes o las martas son golpeados en la cabeza con garrotes o
arrojados al suelo para que pierdan el conocimiento sin dañar las
pieles, explicó la PSA en un comunicado.
Pero muchos animales son aturdidos y recobran el conocimiento durante o
después de su despellejamiento y descuartizamiento. Luchan contra la
muerte durante cinco a diez minutos.
"Es un horror inconcebible que supera todo lo que se sabía hasta ahora
de los métodos de muerte practicados en occidente", según la asociación,
que desea que cada persona con una prenda de pieles "sepa cómo han
vivido estos animales y el final que han tenido".
La PSA ha logrado filmar seis horas de vídeos y más de 550 fotos que
apuntalan su denuncia, grabados y tomadas por voluntarios que lograron

Croatia, a country whose government does not implement a sterilization
(spay neuter) program. Furthermore, according to Croatian law, any cat
or dog found more than 300 meters outside of city limits is considered a
stray and can be killed with no legal consequences. Poisoning of stray
animals is a common practice in this land where tourism is a big
industry.


I live in a peaceful street of family houses. Almost an idle, many would
say. Until one day when one of the neighbors decided to mix meat with
rat poison and feed our pets with it. At the moment, one cat (that has
probably been dying in agony for a very long time) is dead, one stray
cat is at the veterinarian's where they are trying to save him and a
couple of animals haven't returned home.

Do we really live among people who are capable of such an act? And why?
Probably because of a couple of paw prints on their cars. It is much
easier to poison everything that's in their way than to wipe off a small
paw print.

The cat that's on treatment probably won't survive the therapy because,
when I found him, he was sitting in the snow in a puddle of blood that
was running through his nose, for days I suppose. If he survives, he is
doomed to mercy of the same good neighbors who poisoned him. And as far
as the vet's bill is concerned, I will pay for it, because in this
country you can either turn your head away or pay out of your own
pocket. And I m not one of those who will turn the head away, no matter
how expensive the costs are.
This is not happening in Dubrovnik so it will probably not be of much
interest to anyone. Ivanja Reka is just a village near Zagreb and not a
tourist destination. But that doesn't mean that the people are not just
as mean and that they don't think that they might have killed some
child's best friend. On the worst, most painful, most cruel way. These
animals are dying for days, in horrible pain.
Dear neighbors of Ivan Anèiæ Street in Ivanja Reka, be humans and not
worse animals than those you kill in such horrific manners!

In the enclosure I am sending you a picture, and it's up to you to
decide whether the theme is interesting enough.

PS. In the meantime I received a phone call from the vet, informing me
that the second cat had died. Bleeding from all bodily openings. I don't
even want to imagine the misery it was in. We found the owner,
unfortunately only to tell him the sad news. The cat we named Bo¾o has
been someone's pet for years and did not deserve such an end. We called
the police; they came in 15 minutes, but what they can do, only they
know. More than anything, I'd like for the culprit to be found, so I
could tell him in person how I feel about people like him!

Hello Friends
Veronica and I would like to set up a coalition targetting tourism in
Spain.  We would like to inform people going to Spain about the abuses
and cruelties carried out on animals in that country, not just
bullfighting and the fiestas but also deliberate cruelty to galgos and
other creatures.  We want to have posters made up showing explicit
cruelty - by putting them up outside travel agents and/or putting
leaflets inside holiday brochures, even going to the airports and
handing out leaftlets to travellers visiting Spain.

We would appreciate any advice you could give on this.  We would like to
head the leaft/poster BOYCOTT SPAIN or THE DARK SIDE OF SPAIN and
explain why.

We do realise of course that there are many genuine Spanish animal
lovers and people in Spain dedicated to helping in shelters and
campaigning against the cruelties perpetrated on sentient creatures.

We welcome your thoughts and ideas on this.

We need your help! Join us in Pamplona this July to make the Running of the
Bulls – a cruel spectacle in which terrified animals are sent racing through
the streets before being slaughtered in bullrings – a tradition of the past by
helping us maintain a new tradition: the Human Race!
The fourth annual Human Race takes place in July 2005. Each year, the number of
protesters doubles, so we are expecting a huge turn-out this year! In 2004, 300
activists gathered for a unique and eye-catching event. Some went topless or
stripped down to their knickers, while others ran in shorts or fully clothed.
They held signs reading, ‘Stop the Bloody Bullfight’ and ‘Join the Human
Race’ and ran the same course the bulls are forced to run. Greeted by cheers
and whistles, the fun and light-hearted protest was a tremendous success,
bringing a great deal of attention to a very serious issue: the hideous cruelty
of bullfighting. We are hoping the Human Race will become so popular that it
will eventually replace the cruel Running of the Bulls. This year, we need an
even bigger showing of support from around the world, and this is where you come
in. Be one of the 600-plus protesters on the streets of Pamplona this July!
We have coaches travelling to Pamplona from various parts of Europe and we’d
like you to be on one of them.  Coaches are picking up activists in London,
Calais and Paris, France, and Stuttgart, Germany. Here’s the itinerary:
3 July 2004:
Three coaches leave from London, England in the afternoon and make a brief stop
in Calais, France to pick up other activists from Europe.
Two coaches leave Stuttgart, Germany and stop in Paris, France to pick up
additional activists.
4 July: Coaches arrive at a beautiful campground just outside Pamplona (with a
lake nearby!), where PETA has reserved large cabins with bunk beds and outdoor
spots to pitch tents. The only things you will need are a sleeping bag and a
pillow. A vegan barbeque is planned for the afternoon, where you can meet other
activists from all over Europe.
5 July: On your marks … get set … go! The Human Race begins at 1 p.m. sharp.
After the run, a celebration will be held in honour of everyone who participated
in the Human Race and helped call attention to the suffering of the bulls.
6 July: Coaches travelling to Calais, London, Paris, and Stuttgart depart in the
late afternoon.

7 July: Coaches arrive in Calais and Paris mid-morning, and in London and
Stuttgart late morning.
The coaches and campground are expensive, so we are asking for a minimum of £25

How long is the Human Race?
Don’t worry! It’s less than one km and only takes about 10 minutes –
participants don’t even run – it’s more of a fast walk. Think of the
fantastic tan you’ll get!
What do the locals think of the race?
The last three years, the locals loved it – many of the participants were
Spanish themselves, and thousands of people laughed and cheered us along the
way. Locals from Pamplona, two elderly men in particular, thanked us for being
so brave. They said that the bullfights were disgusting and needed to stop and
that we had the right idea. In 2004 local tour guides encouraged their groups to
watch, and even participate, in our ‘Running of the Nudes’ protest!  If the
trend continues in the future tourists will travel to Pamplona to run through
the streets with us and celebrate instead of participating in a bloody, cruel
spectacle!
Do I have to go naked?
Of course you don’t! While many people choose to protest topless or in their
knickers, going fully clothed is great, too – all we ask is that you wear all
white clothing.

years with the Canadian government to put an end to its seal hunt-the
largest commercial slaughter of marine mammals in the world. But as the

boycott of Canadian seafood products as soon as the first baby seal is
killed in March 2005. The network believes the Canadian government will

price to pay for the seal hunt.
It is the connection between commercial fisheries and the seal hunt, and
the economics of both industries, which makes a boycott of Canadian
seafood products a logical next step in ending the annual hunt. And it
is American distributors of Canadian seafood who are the ones-perhaps
the only ones-who have the leverage needed to convince the Canadian
government and individual fishermen to stop the slaughter of seals.

Sealers are fishermen. Seal hunting is what they do during the
off-season in coastal Newfoundland and Quebec. Each fisherman/sealer
earns about one twentieth of his annual income from sealing. Out of a
population of more than 30 million people, less than 5,000 Canadians
participate in the commercial seal hunt each year.
Sealing accounts for a tiny fraction of the value of the fishery. Even
in Newfoundland, where 90% of sealers live, the economic contribution of
the seal hunt is marginal at best. Ninety-eight percent of the landed
value of Newfoundland's fishery comes from fish, while only 2% comes
from seals. It is important to note that Newfoundland's fishery has
never been wealthier in its history, and that the growth is due largely
to shellfish.
The bulk of Canadian seafood-an estimated 75% of it-is exported to the
United States, generating more than $3 billion (CAD) annually for the
Canadian economy. In contrast, the seal hunt provides only a few million
dollars each year to Canada.
The Importance of Snow Crabs
Since nine out of ten sealers reside in Newfoundland, it makes sense to
target the fishermen in that region. One way to get them to listen to
the international outrage over the seal hunt is to hit them in the
pocketbook, and that means snow crabs.
More than 80% of the value of Newfoundland's fishery is from shellfish
such as snow crabs, while sealing accounts for only 2%. Canadian snow
crab exports to the United States-the bulk of which originate in
Newfoundland-are valued at more than $370 million (USD) a year. This
dwarfs the few million dollars from the seal hunt in comparison.
Almost all U.S. snow crab imports come from Canada. So simply by
eliminating just one product from their menus, American restaurants can
send a direct message to the very industry and individuals responsible
for the seal hunt.

The Canadian government, Canada's fishing industry, and individual
sealers face an important economic decision in the coming weeks. When
the first seal pup is clubbed or shot to death this spring, the
ProtectSeals network will call for a U.S. boycott of Canadian seafood
products.

seafood, your choice not to sell snow crabs or other Canadian seafood
products can play a vital role in helping us end the seal hunt. By

Fast Facts about Canada's Seal Hunt
It's a cruel slaughter.
* Fully 95% of the harp seals killed over the past five years have
been under three months of age. At the time of slaughter, many of these
defenseless pups had not yet eaten their first solid food or taken their
first swim-they literally had no escape from the "hunters."

evidence clearly shows sealers routinely dragging conscious pups across
the ice with boathooks, shooting seals and leaving them to suffer in
agony, and even skinning seals alive.
* In 2001, an independent team of veterinary experts studied
Canada's commercial seal hunt. Their report concluded that in 42% of the
cases they examined, the seal did not show enough evidence of cranial
injury to even guarantee unconsciousness at the time of skinning.
It's a reckless cull.
* In 2003, the Canadian government authorized the

allowing nearly a million to be slaughtered over three years.
* In 2004, more

seals were killed for their fur-the largest slaughter witnessed in half
a century.
* The last time sealers killed this many seals-in the 1950s and
'60s-close to two-thirds of the harp seal population was wiped out.
The seal hunt brings in very little money.
* Even in Newfoundland, where 90% of sealers live, income from
sealing accounts for less than one-tenth of 1% of the province's
economy.
* Sealers are fishermen who engage in several fisheries throughout
the year, and sealing revenues account for only about one twentieth of
their total incomes.
Killing seals may harm fish stocks.
* About 3 % of a harp seal's diet consists of commercially fished
cod. However, harp seals also consume many significant predators of cod,
including squid. Removing harp seals may mean an increase in cod
predators.
* The Canadian government clearly states there is no evidence that
killing harp seals will help fish stocks recover, and scientists have
expressed concerns that culling seals may in fact impede the recovery of
ground fish stocks.
If you oppose the seal hunt, you're in good company.
* Polling shows 71% of Canadians-including 60% of Atlantic
Canadians-support banning the seal hunt outright, or limiting the hunt
to seals over one year of age. (Ipsos-Reid, 2004).
* In European Union countries where polling has been conducted-the
United Kingdom, France, Germany, and the Netherlands-close to 80% of
people who are aware of the Canadian seal hunt oppose it (MORI, 2002).
* Polling shows 79% of American voters oppose the Canadian seal
hunt (Penn, Schoen & Berland, 2002).

I hope you are all well and bearing up under the stresses and heartaches
of activism. I've been silent but active; traveling to South America and
the equatorial islands, trying desperately to evoke positive government
action and local outreach agendas for the tens of thousands of gravely
ill and dying strays that roam this part of "our" world.   As well, I
have been commissioned to help develop a TV program here in New York,
and oddly enough have managed to get involved in real estate as another
means of funding WAG's animal related work.  Many of you have
compassionately continued to express concern and interest regarding the
animals of Greece. For this, I am so grateful to you.

  Post-Olympics Greece or A Look into the Belly of the Beast

All together, we waged a two year long, high pressure campaign to
disrupt the Greek governments frightful  endeavor to "clean" the streets
for the 2004 Athens Olympics. The disaster specific products of this
national exercise in genocide were thousands of dead and maimed animals.


Thanks to our persistent lobbying and the better late than never support
of national animal welfare powerhouses in the USA, Greece pulled up her
bikini bottoms but only when the spotlight was cast upon her. According
to Greek sources, most of the surviving abandoned street dogs of Athens,
purportedly "saved" by the municipal government in a last ditch effort
to appear "virginal" before the world and the press, are nowhere to be
found. The creators and purveyors of animal protection laws are
selectively short sighted. Dirty money allegedly sprints from
outstretched hand to pocket and the underlying fundamental mindset of a
large share of the nation remains unchanged. Neglect and abuse continues
and some animal advocates in Greece wage an enduring battle against each
other in a contest of pathetic egos. I believe that it is time once
again for us to position Greece at center stage.

Compounding the "sinful" behavior of certain government entities and
some citizens, the Greek Church is now scrambling to salvage their
credibility as scandal after scandal emerges with clerics implicated in
drug dealing, antiquities theft, trial rigging, drug dealing,
prostitution and lewd conduct. Judges and prosecutors are linked
incestuously with the priestly criminals.  My God, what chance do the
animals of Greece have?

I have always been an unabashed admirer of the beauty of Greece, and
lived there, while married for 14 years.  In the last few months I have
temporarily distanced myself because of total disappointment in a brutal
society, runaway corruption, a confluence of indifference, ignorance and
a lack of compassion.

If Greece's historic standards and trends are any indication of future
hope for elevating the status of companion and farmed animals, we are
screwed, nope, correction, the animals are screwed.

Certain government entities have not only made a mockery of the "games",
and their proud claim of giving "birth to civilization" but of the Greek
state and it's incestuously linked church as well. The metastasizing
scandals have cast an indelible shadow over the integrity of an entire
nation.  Greece has become a blank space in the halls of civilization.

Again, I believe that it is time once again for us to position Greece at
center stage. A certain Greek citizen and her sidekick attorney are on
an unholy crusade to  stop the re homing of abandoned animals to
adoptive, loving  "parents" in Europe and the United States.  She
slanders by "testifying" that "foreign" and Greek animal activists are
engaging in commercial "dog trade" and supplying vivisectionists and fur
dealers abroad.  Oddly, she has convinced the crippled  Ministry of
Agriculture that this is true and illegal confiscations of these poor
dogs in transit to salvation are rampant

I wouldn't waste my time and yours if I didn't believe that once again
we will gain the startled attention of the Greek state and lobby for
justice for the animals.

Subject: Illegal and unjustified seizure of dogs from Crete - URGENT!

Gentlemen:

Foreign journalists and Greek activists report that on February 27, 58
abandoned dogs from the island of Crete en route to re-homing in
Germany, were illegally confiscated by the Piraeus port police at the
"command" of Greek citizen Ioanna Garagouni and her attorney, Mrs.
Lekakou, well known for disrupting animal welfare in Greece.  The dogs,
formerly abused and abandoned were the companion animals of the  Arche
Noah Kreta Sanctuary  on the island of Crete.  The frightened dogs were
transported to an unknown location by these opponents of the foreign and
Greek animal welfare organizations

This latest appalling activity regarding Greek animals and the skewed
rulings of the Greek Ministry of Agriculture is being covered by the
European press.  We all remember the mass slaughter of abandoned street
dogs prior to the Olympic Games, the tiny kitten that was set on fire
and died weeks later and other,countless acts of cruelty and neglect.
Mrs. Garagouni and attorney  Lekakou are slandering and libeling foreign
animal advocates, accusing them of providing Greek dogs to vivisection
and experimental laboratories.  These accusations are ludicrous if not
downright crazy.

Is Mrs. Garagouni a representative of the Ministry of Agriculture?  Are
Minister Vasiakos and Deputy Minister Kontos responsible for giving this
woman and her attorney the authority to illegally intercept animal mercy
missions and slander foreign countries? Further, we have have received
many reports from volunteers in Greece who have been arrested or
threatened with arrest by authorities for saving,  treating  feeding or
neutering stray dogs. This is unspeakable and unacceptable. As well,
German and English volunteers accompanying the abandoned Greek dogs to
adoptive families in Germany were illegally detained by the port police,
once again at the hysterical urging of Ms. Garagouni and Mrs. Lekakou.

Be informed gentlemen, that the dogs have owners in Germany and we will
urge the owners to take legal action against the Ministry of
Agriculture, it's employees and the Piraeus Port Police, (also Mrs.
Garagouni and Ms. Lekakou)  for their positions and  inability to
resolve the difficulties arising from an ineffective and unenforceable
law and problematic ministerial decision which must be repealed.

Greece is an EU member and should behave as such. Boundaries do not
exist for EU citizens.  Citizens travel between EU countries with only
an ID .  We urge you to constitute a Ministerial decree facilitating the
passage of unwanted, Greek strays to loving families in Europe and the
United States. We urge you to curtail the ridiculous activities of Mrs.
Garagouni and her attorney.
Please attend to this unfortunate and very serious issue. We will
curtail tourism to Greece if rapid improvements are not made for the
animals of Greece.

World famous activist Ramona Africa will give the closing address at the
Grassroots Animal Rights Conference (GARC) this coming Sunday, April 3 from
5-6pm.  The title of her talk will be, “Animal Rights and Total Revolution.”

Africa is a member of MOVE, which has a thirty-year history of animal and other
activism.  In the 1970s, MOVE staged peaceful demonstrations at zoos in
Philadelphia and the Bronx, and at Ringling Brothers and Barnum & Bailey Circus.

In May 1985, Philadelphia police bombed and destroyed the house and the entire
block where MOVE lived. Eleven people were killed, including MOVE’s founder,
John Africa.  Ramona Africa was the only surviving adult, and she was sentenced
to--and served--seven years for conspiracy, riot, and multiple counts of simple
and aggravated assault.  Although a special commission was established that
heavily criticized the Philadelphia police for their actions, no one was
indicted.

“John Africa taught us to respect and revere life," says Africa, "based on that
belief, members of MOVE don't see ourselves as superior to any form of life
because we understand that all life comes from one source, is coordinated by one
source . . . whether you call it ‘Allah,’ ‘Jehovah,’ ‘Jesus,’ or whatever. 
Because of this, we protect the air, we protect the water, we protect the soil,
we protect animals.  We don't allow anybody to abuse animals around us.  We
don't allow anybody to abuse babies around us, or the elderly. We confront
industry that poisons, pollutes our air, our water, puts toxic waste in our
soil.”

The Grassroots Animal Rights Conference, GARC, is very pleased to announce two
major additions to our program:

1)  Ashanti Alston will present the keynote

Alston is a former member of the Black Panther Party and former political
prisoner (Black Liberation Army) for over 14 years. Ashanti Alston was recently
the Northeast regional coordinator for Critical Resistance, a national radical
prison abolitionist organization and is now a member of its New York City
chapter; Estacion Libre, an organization that works to strengthen ties between
people of color in the US with folks in the liberated Zapatista territories of
Chiapas Mexico; and Anarchist People of Color. He sits on the Board of the
Institute for Anarchist Studies., and has been an invited guest teacher for the
last two summers at the Institute of Social Ecology in Plainfield, Vermont.

Alston’s keynote will be held on Thursday, March 31, 8:15 – 9 pm.  (Everyone
invited!  Location and registration details below.)

2)  Casey Neill Band will perform at opening-night reception

Casey Neill is a Brooklyn, NY based songwriter and band leader in the American
musical tradition. His music fuses modern roots rock with country, punk, and
Celtic styles. Living in Oregon for most of the 90's, Casey cut his teeth in the
underground music community of the region. Maintaining an international touring
and recording career, he has developed a widespread fan-base throughout the US,
Canada, and Britain. His songs have garnered praise from radio and critics, as
well as musical luminaries Jello Biafra, Pete Seeger, and Steve Earle. Casey
Neill's raspy voice, well crafted songs and devotion to the emotional center of
the material, has been the foundation of his career on the cutting edge of
American roots music and he continues to expand his musical horizons from his
current home in New York City.

The Casey Neill Band will perform immediately after the keynote, on Thursday,
March 31, 9:00 p.m. – 10:00 p.m.

GARC announced earlier this week that world-famous social justice activist
Ramona Africa will give the closing address this coming Sunday, April 3, from
5:00 p.m. – 6:00 p.m.  The title of her talk will be, “Animal Rights and Total

THE WAR IS OVER BUT THE BRUTAL MASSACRE OF ANIMALS ADVANCES

During the past several weeks we have been contacted by countless
Serbians concerned about the startling escalation of blatant animal
abuse in their country. Due to widespread corruption and a "fear factor"
regarding retribution that still exists in Serbia, these individuals
requested that we tell their story while keeping their identities
secret. Following, are facts and observations recounted by Serbian
citizens to the writers of this article.

Ever since the end of the war, Serbia has been inundated with abandoned
street animals, the majority of whom are brutally murdered. Like so many
other places in the world, most citizens and civil authorities are not
educated in humane animal issues and furthermore, do not care.
Sterilization (spay/neuter) is not widely practiced. The animal welfare
laws that do exist are not enforced and improving animal welfare is not
a priority of Serbian government officials.

While it is understandable that the country is still in transition due
to its history of war, Serbian citizens reporting the injustices to us,
rumor that ample documentation exists detailing rampant corruption not
only among Serbian authorities but even within some of the non
governmental organizations (NGOs) purportedly engaged in animal welfare.
Thankfully, a small minority of compassionate people are working
diligently to bring about positive change for both companion and farmed
animals. Obviously and sadly, they cannot do it alone.

Ten years have passed since Serbian hostilities were laid to rest It is
absurd and unacceptable to use the war as an excuse for abuse, neglect,
indifference and inaction. Yet, torturing, poisoning and brutally
killing dogs and cats is still occurring without punishment for the
perpetrators of these vicious animal related crimes. The "Serbian scene"
is of growing concern to civilized people everywhere. Serbian animal
welfare advocates have witnessed brutal trapping methods, the ruthless
beatings of dogs to death and poisonings, resulting in agonizing deaths.
Hunters wantonly shoot abandoned companion animals for sport.

  Our sources estimate that the city of Belgrade savagely destroys about
six thousand dogs annually.  The city "fathers" hire the "professional
pest" control firm EKOSAN to exterminate the unwanted animals--innocent
victims of human animal cruelty. The government claims that humane
practices are exercised yet documentation and verbal reports from animal
workers details graphic images of dogs in Belgrade's "OVCA" dog kill
shelter being viciously destroyed.  So much for official Serbian
credibility

Other Serbian observers report that many of the so called humane
societies work in "close" relationship with authorities who advocate
destroying the stray animals.  Witnesses have observed dogs and cats
being destroyed using brutal methods by "dog catchers" to round up the
animals. "Workers" at kill shelters lack training in humane animal care
and control and legal issues pertaining to animal rights. Witnesses have
observed dogs and cats being destroyed using brutal methods within these
same "shelters". There are also reports of the "disappearances" of
sterilization and euthanasia equipment. Furthermore, documentation is
available showing dead dogs, skinned and heaped together -- the victims
of a mass execution.  All this, in a Belgrade shelter! Is this what the
Serbian hierarchy terms humane euthanasia?

Equally as sad and reprehensible is the Belgrade zoo, one of the oldest
zoos in Europe.  Housing approximately two thousand animals, the zoo has
acquired a notorious reputation due to the unacceptable treatment of the
animals in their "care". The zoo director has close ties to the Serbian
hunting lobby as well as Belgrade's city hall.  Documentation is
available from Serbian animal welfare advocates showing these animals
confined within squalid living conditions and consequently ill and
distressed.  Many of these animals exhibit abnormal behavior, such as
bar biting, over-grooming, self mutilation, head bashing, circling, leg
chewing, etc. Furthermore, many animals that were born in the zoo
throughout the years have disappeared. The zoo claimed that  new tigers,
bears and a hippo were born  recently but the animals appear to have
vanished.

Dear Sir:

The brutal treatment of companion, farmed and zoo animals in Serbia is
coming to the attention of the world. We are horrified to witness man's
lack of compassion, indiscriminate cruelty and the Serbian government's
indifference and inaction regarding the criminal treatment of Serbian
animals.

This negative publicity will surely reverberate throughout the world and
result in sanctions from civilized governments and concernedcitizens who
are able to travel and spend tourist dollars. Surely, the Serbian gross
national product depends in part on the influx of money from neighboring
nations.

We respectfully and urgently request that you take notice and action of
this reprehensible situation which is fast resulting inthe deterioration
of Serbian status within the global family.

Put a stop tothe brutal, vicious killing of domesticated street animals
by government officials, civil workers and ordinary citizens. Please
request the aid of international animal welfare organizations who are
adept at planning and implementing humane welfare programs. Implement a
spay / neuter program throughout the country and attempt to initiate
humane education programs in the school system.  Request assistance in
the design of coherent and straightforward animal protection
legislation. Once in place, and so important, implement and enforce that
legislation and initiate prosecution and punishment for perpetrators of
animal related crimes.  If need be, until Serbia is capable of tending
properly to her zoo population, extend an invitation to experts in the
proper and humane care and management of confined species.

Please enter this new millennium and posture with compassion and a
civilized stance regarding animal welfare.

Bardot appeals to Serbia to stop "massacre" of stray animals
Former French movie siren Brigitte Bardot has appealed to Serbian
President Boris Tadic to stop what she described as the "massacre of
stray animals" in the former Yugoslav republic.
"I urge you to end once and for all the ignoble massacre of stray
animals in Serbia," she wrote in a letter to Tadic on behalf of her
animal welfare foundation.
She described what she termed the "brutal cleansing" of stray animals in
Belgrade as an "atrocity", saying it could not be justified as part of
preparations for events such as the recent Belgrade marathon or the
European Championship of basketball due to take place here later this
year.
Bardot, 70, was famous for her often sexy film roles in the 1950s and
1960s, but has not made a film for 30 years and now devotes herself to
animal welfare.

I dare say Mr. Burazerovic, that you have a well written, cookie cutter
response to everyone who contacts your organization,  The verbiage you
use, appears to resemble that of WSPA and the facts you detail, could
easily be applied to animal issues in any part of the globe.

  I am sad to say that your credibility and that of the organization that
you run is very unhealthy and becoming more unhealthy every day.  Animal
advocates in Belgrade claim that you work complicity with government
officials and promote  euthanasia and not adoptive services. You ask for
money !  Serb citizens claim that your organization is quite interested
in obtaining funds but does not put those funds to work to advance
animal welfare in Serbia.

Clearly, Mr. Burazerovic,  until my organization sees proof and hears
back from contacts in Belgrade that you and ORCA do indeed "work" to
benefit the neglected and abused animal population, you will most
certainly not be receiving any funds from our organization or my
family's foundation.  Further, we will caution citizens around the world
to use prudence when opening their hearts and wallets to organizations
in Serbia.

We have received your e-mail expressing your concern over mistreatment
of animals in our country. Unfortunately, some of your concerns are well
founded.

The present state of animal protection in Serbia is at an unsatisfactory
level. A lack of interest and knowledge about the necessity to protect
animals; indifference and the unwillingness to recognize the basic needs
of animals (as well as the implications an irresponsible attitude
towards animals can have on the standard of living); even disrespect of
animals and the people who care for them - are traditional concepts in
our society. A bad social, political and economic situation, as well as
a degradation of moral values and overall standard of living in the past
two decades, have significantly facilitated the aforementioned concepts,
but cannot be considered as their sole cause.

The approach of the media to the problem of the protection of animals in
our country is inadequate. TV and radio programs, as well as newspaper
articles about the well-being of animals and the need to protect them
only exceptionally address the issue or totally ignore it. The problems
that occur between people and animals is approached without valid
criticism, and animals and their natural patterns of behaviour are
accused for the occurrence of these problems, not the irresponsible and
inappropriate attitude that the citizens and social institutions have
towards the prevention and the solution of these problems. Little
importance is given to the position and the reactions of societies for
the protection of animals. On the other hand, in entertaining shows and
newspaper columns a great importance is attached to inappropriate ways
of animal exploitation, which offends the animals' dignity or even
inflicts pain on them. Such events are commented as being funny and
amusing, with an approving attitude. In this way, the viewers are daily
exposed to many inappropriate attitudes to animals and are influenced to
think about them in a wrongful way - or not to think about them at all.

Curriculums in primary and secondary schools in our country do not
devote due attention to topics concerned with the protection of animals,
as entities. For educating pupils to respect animals and to treat them
with respect, a lot more credit can be given to the initiative of
individual teachers than to a systematic approach of this problem in the
school curriculums. Even units that can be found in the biology
curriculum dealing with ecology do not considerably contribute to
developing awareness: the meaning of the phrase "ecology" does not
extend beyond the preservation of biodiversity and environmental
protection against pollution. In short, a responsible attitude to
animals as entities is not systematically dealt with in school
curriculums in this country.

Legal regulations concerning the protection of animals in the Republic
of Serbia are insufficient, and the existing regulations have many
shortcomings:
-          they are not adequate for achieving the well-being of
animals, that is, they are not based on the premise of protecting the
well-being of animals and they do not include all animal species;
-          they are not precisely formulated;
-          they are not adequately supported by the institutions, which
in the majority of cases prevent their execution.
-          the public does not recognize them as relevant, so they are
not applied even in cases when they are supported by institutions;
-          they are not followed by adequate sanctions in accordance
with a penal policy, whose aim would be a general and a special
prevention;
-          they are not in accordance with the European standards.

Cruel abuse of animals is very frequent in our country. Frequent cases
of mutilation, blinding and killing of animals by beating them to death,
by stoning them, hanging and setting them on fire, and by other cruel
methods, are a true image of the state of animal protection in Serbia.
They are also indicators of the increase in overall aggression and the
increase of tolerance towards these patterns of behavior as well.
Although abusers belong to all age groups, the percentage of minors is
especially disturbing, to which our society does not attach enough
importance because of the widely accepted attitude that "child's play"
should not be taken seriously.

Apart from the fact, that cases of cruel maltreatment and killing of
animals occur in individual cases, in our country they are also
associated with certain religious and quasi-religious rites, such as
those that are practiced by the Satanists. Ritual slaughter of dogs,
cats, or chickens represents a common an integral part of the Satanist
rites, which are evermore spreading in our country.

There is a big number of abandoned animals in Serbia and in many towns
the problem of strays is dealt with in inhumane way (shooting, poisoning
or inhuman catching by the dog catchers). However, this does not occur
everywhere. In 2001 the situation in OVCA- Belgrade was particularly
bad. (You can find the photographs from Belgrade pound on our site). The
situation has been improving year after year and it is much better now.
Hygiene is much improved, animals are regularly fed and euthanasia is
done in humane way by veterinary surgeons. Re-homing is also a
possibility however, unfortunately, only a small number of animals find
new owners because simply there are so many of them. Nevertheless,
Belgrade still does not have a proper shelter for abandoned animals,
there are many cases of poisoning by individual people (using
"kreozan"), the number of neutered animals is not satisfactory, etc..

There is a good will in Belgrade to solve the problem of homeless
animals in humane way. The Steering Committee, a body of the City
Assembly Executive Council, was thus established to deal with these
issues. Six Belgrade associations entered the Committee through their
representative. The Draft Programme for dealing with the problem of
homeless animals has been produced and submitted to the authorities.

As you yourself have emphasized our country is recovering after years of
war and is going through a difficult process of transition. In this
context protection of animals does not present a priority. ORCA and
other organizations for the protection of animals are trying to point to
the necessity of caring about the animals and humane treatment of them.
ORCA has initiated a campaign "The Law Deals with the Chaos" aiming at
the introduction of law covering the protection of animals which our
country still does not have. ORCA also works a lot with children and is
trying to introduce learning about the responsible attitude towards
animals into the educational system in the Republic of Serbia. There are
other campaigns and initiatives as well. You can find more about them on

We find assistance from foreign organizations and individual donors
priceless. I hope that you will possibly also assist us in a concrete
way. Namely, since 2000 ORCA has been working hard on reducing the
suffering of the animals. Big part of this work has been financed by
generous individuals who love animals. Each year ORCA receives over 1500
calls and e-mails. Many of them are seeking help or reports of terrible
cases of mistreatment of animals. Each of these was reported to the
relevant authorities. We need your help to be able to continue.

If you would like to financially assist us from abroad please do contact
us and we will be glad to advise you on how to do it. Any donation will
be more then welcome and directed towards our campaigns in protecting
the animals.


Finally, let us thank you once again on behalf of many people in our
country who find the wellbeing of animals important, for your interest.

This is a letter from one of our readers. We publish it here hoping that
the message will reach those to whom it is addressed. And everyone else
in Serbia who makes such decisions.


As usual, out of habit, I got out of bed and read the paper.  The front
page of the daily shows an idyllic photograph of Mt Zlatibor, covered in
this year's first snow.  I don't really believe that any reader could be
indifferent to this beautiful photograph, not be drawn to picture
himself, at least for a moment, sitting right on this mountain, in the
heaven of this winter resort, the "pride and honour of Serbia".

I was lucky enough to have a chance to bring the scene captured by this
photograph to life, because I returned from Zlatibor last night, having
greeted the first snow of the year.

I graduated two weeks ago from the Economics Faculty of Belgrade
University.  This is why my girlfriend and I decided to spend five days
in an apartment owned by my family on this mountain which has given me
so much pleasure and so many wonderful moments every day I have spent
there.

However, the unfortunate event I witnessed while I was there is
something that we will not and must not be indifferent to, and I will do
all in my power to see to it that it never happens again.  This is why I
turned on my computer first thing this morning - to make an appeal,
because I believe that in these not-so-glorious times for our country,
when the are stories of murders all over the papers, you are sensitive
to what some people consider the less important things.

On my last day at Zlatibor, having woken up at 7.00 a.m., as I did every
day there, I was witness to a horrifying event, on Tuesday, November 5.

Along the river walk, near King Aleksandar's water fountain, I noticed
traces of blood.  At first I thought that someone must have slipped and
injured themselves while getting water.  But, following the trail of
blood, I noticed a dead dog a few metres away.

A few steps further on, in front of the local post office, I noticed
another dead dog.  There was no blood, so I thought a car must have run
over it, although the centre of Zlatibor is a pedestrian only.  But just
a few metres further on, at the small junction near the market, things
became much clearer: more dead dogs.  I remembered that I had seen a
young guy with a hunting rifle over his shoulder near the cafes.

Then, on the street leading to the Jugopetrol rest house, I saw a car
pull up and a hunter with a rifle getting out of it.  He was chasing a
dog the size of a large cat which was bounding around a family coming
down the hill.  I ran to protect the dog from certain death.  It put its
tail between its legs and hid behind the legs of the family, looking for
protection.  Having managed to get to the dog before this wicked man's
bullet, I asked him "Are you out of your mind?  How would you feel if
someone was chasing you with a gun trying to kill you?  Who gave you the
right to do this?":

His insolent reply was "Is that your dog?  Better take it home with you
if you have any sympathy for it!"

I took the dog in my arms and headed for my apartment.  I heard a
question in English.  The people this little dog had been following were
foreigners.  The man looked at me, puzzled and somewhat frightened, and
asked:

"What did he actually want to do?"

"To kill this dog!" I replied.

"Why?  It followed us all the way from the hotel.  It's really sweet!"

He asked a few more questions, like whether the hunters had a permit and
did the municipality authorise them to do this, before finishing, "Well,
yes, there's no Brigitte Bardot here!"

This whole unpleasant incident took place before the eyes of the
horrified locals and children, obviously frightened by it, and tourists.
Shop assistants in the nearby kiosks, vendors from the market, children
and foreigners cheered the few of us who were trying to protect a number
of small dogs, carrying them in our arms as far away from the centre as
possible.

Later I asked at the local police station and other local authorities
and learnt that these slaughters are organised by hunters' associations,
mainly the Zlatibor Hunter's Association.  The head of this organisation
is Dobrosav Buciæ and the permits are issued by Cajetina Mayor Radovan
Jojiæ.  This happens twice a year.

I would like to ask a few simple questions:

Is there a law that allows civilians to carry and use firearms in the
centre of an inhabited place?

Is it possible that someone issues permits (we didn't actually see any)
and allows the use of firearms in the middle of a winter tourist resort,
right before the eyes of residents, guests, small children and
foreigners, as though this were hunting season in some game reserve, and
not an urban environment, in fact a town centre on a mountaint which
should be the pride and honour of this country's tourist resorts.

Are we a country which is attempting to integrate into developed and
civilised Europe?  Is this how we demonstrate our civilised behaviour?
Do we want the world to know us only by wars and evil, and do we want
the few tourists who come here to go home from their summer and winter
holidays with tales of savagery?

Dogs are being killed in large numbers in the very centre of Zlatibor, a
resort which attrracts large numbers of people.  The problem of stray
dogs does need to be solved, but not in this monstrous and barbaric
manner.

Dogs 'executed' for jailbreak
Officials at a prison in northern Serbia have killed two guard dogs for not
barking when five inmates escaped, reports say.
Local media reported that the dogs had been "found guilty" of not alerting
the guards to the get-away as they had been trained to do.


The two 15-year-old Sarplaninac dogs - also known as Yugoslav Shepherds -
were shot dead at the dog pound in the town of Sombor, 150 kilometres (93
miles) north-west of Belgrade.
Local animal rights activists have protested against the shooting.
"The dogs did not deserve the death penalty and cannot ultimately be
responsible for the escape," said Branko Pasko from the animal rights group
Arka.
The dogs could have been sent into retirement or put to sleep with an
injection, she said.
Local reports did not say where the guards were at the time of the
break-out.
The five inmates escaped by digging a hole under a prison wall.
Three of the fugitives were later recaptured.

I am a concerned citizen asking for guidance on how to help the animals
who reside at the Belgrade city zoo. Built in 1936, on six hectares of
rocky fortress, this privately operated zoo is among the oldest in
Europe. It is located in the Belgrade city center, on city property. It
has approximately 2.000 animals of about 200 species. Many big animals
are in very small cages. Many animals look distressed. They often show
signs of "stereotypic behavior," such as pacing, head-bobbing,
neck-twisting, bar-biting and sucking, coprophagia, over-grooming, and
self-mutilation. Many animals have been born who are not in the zoo,
including tigers, bears, and a hippo. What has become of them?
The Orang-utan Trade
Only about 20,000 orang-utans still live freely on the islands of Borneo
and Sumatra. Orang-utans are highly prized by zoos, circuses, animal
trainers in the entertainment business and wealthy private collectors.
Because of their rarity, orang-utan babies fetch a high price - as high
as $50,000 in the United States.

Trappers usually kill the mothers - and sometimes other adults and
babies - to obtain one young orang-utan. Taking into account the high
mortality rate suffered by captured animals, animal rights advocates
estimate that certainly two or three, and perhaps as many as ten,
animals die for each one who survives the long journey to a zoo or other
destination.

The case of one group of captured orang-utans, known as the 'Bangkok
Six', has focused public attention on the international primate trade.
The six orang-utans were transported without food or water from Borneo
to Singapore to Bangkok, Thailand, stuffed into two wooden crates marked
'birds'. The crates, their lids nailed shut, had only pencil-diameter
holes for ventilation. One box, carrying three orang-utans, was shipped
upside-down. Had officials at Bangkok airport not become curious enough
about the un-bird-like cries coming from the crates to X-ray them, the
animals would have gone to Belgrade, Yugoslavia, and from there possibly
to a Moscow zoo.
The shipment, marked 'personal baggage', also included two sia-mangs,
who were presumably to go to Belgrade Zoo as payment for overseeing the
orang-utans' passage to Moscow. Although Thailand is a member of CITES,
in 1990 it allowed the import and export of non-native species.

MIAMI, Florida--Victor Bernal, 57, director of zoos and parks for Mexico
state, Mexico, was convicted on May 18 of trying to bootleg a gorilla
from Florida who was actually a U.S. Fish and Wildlife Service agent in
disguise. Bernal paid $97,500 for the "gorilla," in one of two stings
set up by convicted primate trafficker Matthew Block of Worldwide
Primates as part of an attempted plea bargain. The other sting nabbed
alleged bird's egg smuggler Clement Solano.
Bernal is to be sentenced on July 18. In the most recent similar case, a
Texas exotic bird dealer who was convicted of smuggling parrots was on
April 28 fined $10,000 and sentenced to five years in prison.
Block is currently appealing a 13-month sentence issued for his part in
the 1990 "Bangkok Six" orangutan-smuggling case, and was recently fined
$16,000 for multiple Animal Welfare Act violations, also dating to 1990.
A major laboratory primate supplier, whose customers include most of the
laboratories whose work on primates has become controversial, Block may
escape jail time entirely, according to International Primate Protection
League president Shirley McGreal, who exposed the Bangkok Six case,
because key documents have disappeared.
McGreal has asked the American Civil Liberties Union to investigate the
entrapment aspects of both of the Block-arranged stings, pointing out
that neither Bernal nor the other arrestees had previous criminal
records. Further, she said, "No animals were shipped, and no animals
suffered or died, as happened in the Bangkok Six case." The defendants
were never offered the chance to plea-bargain, as Block was; they spent
10 days in jail while trying to arrange bond, while Block has never been
jailed; and one defendant, Maria Villada, lost a baby she had tried to
conceive for seven years when she miscarried at her arraignment.
Ironically, former Belgrade Zoo volunteer Milka Knezevic-Ivaskovic, who
helped expose the Bangkok Six case by revealing how her boss, Vukosav
Bojovic, helped set it up, may become the only person to serve time in
connection with it. A Serbian court on January 26 upheld her three-month
jail sentence and fine for purportedly libeling Bojovic---who is under
indictment in the U.S. as result of the same evidence.
Knezevic-Ivaskovic has appealed again.
