   Defeat of spay-neuter measure a travesty

       ON Wednesday, state Assemblyman Lloyd Levine, D-Van Nuys, pulled the plug
on AB 1634, a desperately needed law that would have required mandatory spaying
or neutering of dogs and cats throughout the state.   The primary culprits for
its failure are plain and simple: greed and ignorance.   At a meeting last month
of the Los Angeles Department of Animal Services, dozens of breeders showed up
to protest the city's role to help pass the statewide law, and to discourage a
citywide ordinance of equal or greater substance.   The breeders defiantly
stated that they have a right to run for-profit breeding businesses, yet they
didn't have any suggestions  on what to do when their dogs end up in a shelter.
Just a few steps from the new East Valley's meeting room, hundreds upon hundreds
of animals sat in kennels awaiting two fates: adoption or death.   "Let's see
whether any of you are going to leave here tonight with just one of the animals
facing death," exclaimed one rescuer.
  Not one breeder saved a single animal that night; they came to protect their
profit, not puppies.   An even larger culprit are those known as backyard
breeders, who fly below the radar, creating mixed and undocumented purebred
dogs, selling them at discounted prices on Web sites.

   In short: profit exceeds wisdom, even when the consequence means real-world
suffering.   The adage is, if you saw how sausage is made, you'd never eat it
again. If people took a walk through any government animal shelter, few would
ever buy a dog or cat from a breeder again.   As an animal rescuer, I have
encountered countless pet owners  who insist that their pet is so wonderful, so
beautiful, that they simply must create its offspring. When they declare that
they'll find homes for each one, they fail to recognize that even if they were
to successfully do this (which is no small feat), each animal they create
displaces a shelter animal whose life hangs in the balance, and which could have
been placed in that home.   Some of the blame for Wednesday's failure also goes
to local governments, like the city and county of Los Angeles, which have done
nothing to make it more difficult to open retail pet-sales stores in the region.
Moreover, local shelters still occasionally
  allow unaltered animals out of the shelter, even when there is no
veterinary-approved reason for doing so.   Last year, shelter operations cost
Californians hundreds of millions of dollars. And it is widely believed that
every dollar invested in spay/neuter efforts would ultimately save 18 animals.
So a mandatory spay/neuter bill,  while snuffing out the greed-driven breeding
business, would ultimately save the rest of us a mountain of money, and the
needless suffering of animals on the demise.   Levine, who pulled the plug on
the bill when he realized that he was close but still didn't have enough votes,
will work on a revised version that is expected to surface in January, if not
sooner. Since our shelters are already overflowing, these laws can't come too
soon.   Greed will be conquered if Levine ensures that the new bill will be
accompanied by free spay, neuter and microchipping on demand. It will pay off in

Japanese reports of their most recent 2006-07 whale hunt in Antarctic waters;
and were released ahead of the resumption of a Federal Court case the Humane
Society International is taking against the Japanese whaling company Kyodo
Senpaku Kaisha Ltd.

  Global mega-fishing conglomerates; Maruha, Nissui & Kyokuyo [collectively known
as Kyodo Senpaku Kaisha Ltd.] who turned their whaling stock over to the
Japanese government's "Institute of Cetacean Research" [the driving force behind
whaling in Japan] in June 2006, continue to actively engage in whaling by A)
using their powerful positions within the Japanese Fisheries Agency to promote
whaling; by voting to end the IWC's moratorium on whaling. B) Continuing to
package and profit from the sale of whale meat in Japan. [Kyokuyo claims it will
end this practice when its whale meat stockpiles are exhausted--which equates to
never--as whale killing quotas (including endangered whale species) continue to
increase yearly.]

  Between them, Maruha, Nissui & Kyokuyo own more than 250 fishing companies
worldwide and virtually dominate global seafood sales! Buying seafood SUPPORTS
THEIR COMPANIES & THEREFORE SUPPORTS WHALING!!


  TAKE ACTION!

  Please ask friends, family, co-workers and others NOT TO BUY SEAFOOD! Urge them
to email Maruha, Nissui & Kyokuyo and DEMAND that these pro-whaling companies
[who are virtually synonymous with the Japanese government] force Japan to pass
laws protecting whales and dolphins! Inform them you will no longer be
supporting their cruelty by purchasing seafood.

   Due to both your historic and recent connection to the bloody, barbaric
whaling industry, and the fact that the Chief Executive Officers within your

have come to realize that purchasing ANY seafood means financially supporting

dolphins, despite mounting worldwide protests. It is obvious that consumer
boycotts [of your companies] remain the ONLY effective weapon in which to stop
Japan's goal of mass annihilation of cetaceans.

political power within the Japanese government, to immediately STOP cetacean
slaughter and ENACT LAWS permanently protecting cetaceans, your companies are

     China's dogs & cats are boiled, stabbed, drowned, bludgeoned, strangled,
poisoned, hanged, and electrocuted...experiencing unbearable pain as their legs
are routinely broken while trussed up and hung in local markets, or skinned
alive and cast off like garbage, for the despicable fur trade.


     Dogs [both owned and stray] are relentlessly hunted down by 'police
authorized' roving mobs and savagely beaten to death by the hundreds of
thousands, in the name of 'rabies' control.


    Bears, suffer a lifetime of excruciating pain as they are surgically
mutilated and milked each day for their gall bile. Their paws taken as
delicacies for the Chinese restaurant trade or ground into powdered 'medicines'.
The use of bear parts supplying the traditional Chinese medicine trade and
exotic meat market is the major reason why bear species are declining around the
world. Endangered species of bears are fast becoming extinct.


     Rhino, both Black & White, are butchered for their horns and are now highly
endangered.


    Over 70-100 million sharks PER YEAR are 'finned' and their carcasses dumped
into the sea, to accommodate Chinese' growing taste for shark fin soup.


    TONS of elephant tusks are carved into ivory trinkets--their feet hacked off
for stools and coffee table legs.


    Animals are used as 'dried' ingredients in traditional Chinese medicines and
killed in the billions--tiger parts, crocodile bile, deer musk, sea horses,
lizards, sea cucumbers,  powdered antlers, dog penis, pangolin (scaly
anteaters), only to name a few on a seemingly unending list. ALL are considered
no more than 'products' to be abused and murdered in the most monstrous ways
possible, even if it means permanently wiping many of these species from the
face of the planet in order to fulfill often frivolous, antiquated and selfish
needs.


     China's role in the single, largest mass butchery of marine mammals on
Earth, the annual Canadian seal slaughter, [which has taken over 1.25 million
innocent lives in the last 3 years, alone], happens in part, so that dried seal
penises can be turned into aphrodisiacs to "theoretically" increase the libidos
of elderly men engaging in sex with Asian girls as young as 7 years old.


    Live domestic pets, as well as cows and chickens, are fed to lions and tigers
for the "entertainment" of visitors at Chinese zoos. Zoo officials encourage
guests to buy domestic animals on the premises, and feed them to the carnivores
through special vending flaps fitted onto tourist buses...allowing individuals
to throw chickens and other FULLY CONSCIOUS  animals to the waiting predators.


CHINA'S GROWING WEALTH MEANS AN EVER-EXPANDING  COLLECTION OF EXOTIC WILDLIFE ON
THE MENU!


     A Chinese chef describes how to cook pangolin [endangered scaly anteater] :

  "We keep them alive in cages until the customer makes an order. Then we hammer
them unconscious, cut their throats and drain the blood. It is a slow death. We
then boil them to remove the scales...cut the meat into small pieces and use it
to make braised meat and soup. Usually the customers take the blood home with
them afterwards."



     Live monkey brains are considered a delicacy:

  A "gourmet" can buy monkeys in the marketplace and send them to inns for
cooking. The cooks first stuff the monkeys into tiny cages and force them to
drink rice wine until they're intoxicated. They are then pulled from the cage
and bound by their limbs (preventing movement.) Their skulls are hacked open
with a sharp knife to reveal easily visible, pulsing blood vessels.The white
brains are then scooped out and served as soon as possible; eaten when still
warm with seasonings. Monkey brains become pungent if they are not fresh...if
the skull was opened too long ago. Thus it is best to open the skull and eat at
once, while brain cells are LIVING and blood vessels throbbing.


    It is not unusual in many areas of China, to see live deer in pens or
crocodiles in tanks at restaurants. Buying and eating rare animals is a common
way of SHOWING OFF. In southern China, rare meat is known as ye wei (wild
taste), and people believe eating exotic animals can endow them with bravery,
long life or sexual prowess. The Cantonese brag that they will eat ANYTHING that
moves!



  China's insatiable frenzy for non-human body parts is expanding, consuming, and
decimating everything in its wake. This ancient society of 1.3 billion people,
many of whom appear to have no compassionate connection toward sentient beings,
whatsoever, MUST BE STOPPED! WITHHOLDING $$$ IS THE SINGLE MOST EFFECTIVE WAY
**YOU** CAN FORCE POSITIVE SOCIAL CHANGE! Individuals engaged in animal abuse
will NOT be immediately swayed by moral pressure, or legislation. Swift,
significant change can ONLY come through economic losses to those who victimize!
ALL of China's exports must be targeted for boycott!

A) Get your community involved by asking friends, relatives, co-workers and

  The Washington State Indian Tribe known as the "Makah" have brutally and
ILLEGALLY killed a gray whale. This despicable act took place without the
necessary permit from the National Marine Fisheries Service and in direct
violation of the Marine Mammal Protection Act. The Makah Treaty of 1855,
preserves the Indian Tribe's right to whale, however, after killing a female,
juvenile gray whale in 1999, the Makah have been in the midst of court
challenges brought by animal rights groups. The U.S. 9th Circuit Court of
Appeals twice ruled the tribe must procure an 'exception' from MMPA, before
being allowed to legally continue whaling.
  On Saturday, September 8th, 2007, the Makah broke U.S. federal laws by
attacking [harpooning and shooting] a gray whale without the necessary federal
authority to do so.  Please email, call or fax NOAA officials demanding that the
5 Makah tribesmen involved in the slaughter be fined and prosecuted to the
fullest extent of the law; demand that in light of the flagrant and contemptuous
nature of the act, the Makah Treaty of 1855 be permanently rescinded.


  TAKE ACTION:

  PLEASE WRITE/CALL OR FAX NATIONAL MARINE FISHERIES OFFICIALS AND DEMAND THAT
MAKAH WHALING RIGHTS BE PERMANENTLY REVOKED!

  Giving the Makah Tribe the exclusive right to hunt whales [under the 1855
Treaty] should be immediately and permanently withdrawn. The Makah have shown an
ongoing contempt for not only the federal laws which the rest of U.S. society
must abide by; but have proven themselves ethically and environmentally
incapable of exercising responsible judgment in connection to a 'privilege'
which should have been eliminated decades ago. Overall, whale populations are
being depleted at an alarming rate. Disease, pollution, global warming,
dwindling food sources, sonar disturbances and rogue whaling worldwide, have all
taken a devastating toll on a species capable of producing only one calf per
female, per year. No ONE group should be exempt from the global responsibility
we ALL share for ensuring the continued survival of our whales.

  While undoubtedly there are political implications to be considered in revoking
Makah whaling rights under the 1855 Treaty; there are numerous concessions which
can be made which are of GREATER economic and educational benefit to the Makah
people. It is time to consider such possibilities. The Makah no longer fit the
description of a group which hunts for 'subsistence' or true 'cultural'
reasons...regardless of what the tribe would have the world believe. One need
look no further for evidence of this than the hunt of 1999, in which the Makah
availed themselves of cell phones, Coast Guard cutters, .50 caliber rifles,
"spotters" via helicopters and every MODERN convenience possible, to track and
kill their prey. It is blasphemous to call such a travesty the continuation of
"Makah culture". The majority of the American public and indeed the
international community, want an end to the slow, barbaric deaths of cetaceans
by such primitive and repulsive means as whaling. It is an
  obscenity which has no place in a compassionate world of people with a moral
conscience.

  MAKAH REBELS SHOOT & HARPOON WHALE

   Members of the Makah Tribe harpooned and shot a gray whale Saturday without
federal permission to hunt, but authorities late in the day were trying to sort
out conflicting information behind the killing.

   Coast Guard Petty Officer Kelly Parker confirmed the hunt by five tribal
members. The whale was one mile east of Neah Bay, in the Strait of Juan de Fuca,
about a half-mile off shore and wasn't killed.

   The Coast Guard detained the five tribal members and questioned them, said
Mark Oswell, a National Marine Fisheries Service spokesman. They later were
released to the tribe.

   He did not know if they had been arrested and said the information he has
received is preliminary. "Right now, it appears to be an illegal hunt," he said.

   While federal authorities sorted through the information, tribal sources who
spoke on condition of anonymity said no hunt was planned. It was one of several
explanations for what happened Saturday.

   A source close to the incident said a gray whale had become entangled in a
buoy in the strait. The five tribal members, including several who participated
in the tribes successful and legal 1999 hunt, sought permission from tribal
leaders to kill the whale and received it, the source said.

   Federal law would not have allowed tribal members to hunt and a hill a whale
entangled in a buoy, several federal officials said.

   The crew harpooned and shot the whale, but the Coast Guard took the crew into
custody before it could finish the job, the source said.

   A high-powered .50-caliber rifle was involved, federal authorities said. When
the tribe hunted a whale with authorization from the federal government in 1999,
the tribe was instructed to carry a high-powered rifle to kill the whale it
quickly.

   The Coast Guard heard about the incident late Saturday morning. The agency
deployed three ships to the area off the northwest tip of the Olympic Peninsula
to create a security zone. Washington State Patrol troopers also have responded.

   Barney Burke, a freelance photographer from Port Townsend, watched the scene
from a single-engine plane, flying about 4,000 feet above the water at 3:15 p.m.

   He said the whale had at least a half-dozen orange floats attached to it. It
appeared to be pulling a small boat. There were about a dozen other boats,
including the Coast Guard and a fishing trawler nearby too, he said.

   The Makah typically throw a harpoon attached to ropes with bright-colored
floats to help spot the whale.

   "It definitely seemed to be headed toward the reservation," said Burke. "There
were about a dozen boats in the water. I didn't see any indication of
confrontation."

   The Makah Tribe has historically hunted whales, and its treaty of 1855
preserves its right to do so. It's the only U.S. tribe with a treaty right to
hunt whales. After a 70-year moratorium, the tribe decided to conduct a whale
hunt in the 1990s when gray whales were taken off the endangered lists, citing
centuries-old cultural, spiritual and sustenance reasons.

   But after the tribe resumed the hunts in 1999 and successfully killed a whale,
it stopped in the face of court challenges by animal-rights and conservation
groups and waited to negotiate a federal process to get a permit following court
challenges.

   The last action came in March 2006, when the National Marine Fisheries Service
expanded the scope of public comment for an environmental study of the tribe's
request to hunt gray whales. In 2005 the tribe sought a waiver of the Marine
Mammals Protection Act moratorium on taking marine mammals, and on the effect of
issuing quotas under an international agreement.

   That came after the U.S. 9th Circuit Court of Appeals twice ruled the tribe
must seek and win an exception from the marine mammal law before being allowed
to legally whale ever again. Observers said seeking such a waiver was almost
unheard of, and winning one would be unprecedented.

   Saturday, tribal members at Neah Bay, who spoke on condition of anonymity,
said some members of the tribe, including some who went after the whale, are fed
up with the delays in getting the permit and that they went hunting Saturday,
asserting their tribal rights.

   But there were other explanations.

   Ben Johnson, chairman of the tribe, said Saturday afternoon that he was still
working on finding out exactly what happen. "I can't tell you right off hand,"
he said. "We really don't know."

   But he believes tribe members were in the water to practice hunting.

   Opponents of whale hunting expressed surprise and anger over Saturday's hunt.

   "It's really disconcerting that this has happened," said Kitty Block, vice
president of the international arm of the Humane Society of the United States.

   She noted that the U.S. is part of international agreements to tightly
regulate whaling. For Makah tribal members to hunt a whale without a permit and
outside the law puts the U.S. "in a very tenuous position" in trying to persuade
other nations to follow international law on whaling, she said.

   Block said the actions Saturday could undermine the tribe's effort to get a
wavier from federal law to hunt whales.

   Paul Watson, who was in Neah Bay eight years ago to try to stop the whale
hunt, said the hunters must be prosecuted.

   "It's illegal," said Watson, who heads the Sea Shepherd Conservation Society,
which has endorsed civil disobedience to save whales. "They should be prosecuted
for violating the Marine Mammal Protection Act. ...I think what the Makah are
trying to do is test the resolve of the U.S. government to enforce the law."

   Brian Gorman, spokesman for the National Marine Fisheries Service in Seattle,
said federal officials had not received word that this act was going to take
place.

   Under the Federal Marine Mammal Protection Act, people who harm whales could
face up to $20,000 in fines and criminal penalties, he said.

  LETTER TO OFFICIALS: REVOKE MAKAH WHALING RIGHTS

           As a neighbor of the Makah tribe and an environmentalist, it is
extremely difficult to contain my outrage over the recent slaughter of one of
Washington State's resident Gray whales. I have observed Makah tribal leaders
astutely attempt to manipulate politicians, the media, National Marine Fisheries
agents and the public, into believing that this killing was the work of five
'rogue' tribesmen who decided to take it upon themselves to hop into a speed
boat with high powered rifles and harpoons; and slip anonymously out to sea
without the knowledge of other tribal members. [At least one version of the
story told to the media.] What makes this scenario so ridiculously improbable is
that three of these 'rogue' whalers also sit on the Whaling Council of the Makah
tribe.

   Wayne Johnson, captain of the Makah tribe's whaling crew; Theron Parker, one
of the individuals involved in the killing of the juvenile, female Gray in 1999
[along with Johnson]; and Andy Noel, another member of the Makah Whaling
Commission; were three of the five rogues who decided to ignore state and
federal laws and participate in an act they KNEW was not only criminal, but
inflammatory.

   Wayne Johnson has stepped before the media on several different occasions,
expressing, not remorse--but contempt and monumental arrogance at breaking
federal laws. Johnson has said that he does not feel that the Makah need to use
traditional boats and harpoons. "It's about killing the whale," he stated in
1999 and added, "if nothing else we pissed off the white man."

   At the International Whaling Commission meeting in Anchorage, in May of this
year, Wayne Johnson told Captain Paul Watson [Sea Shepherd Conservation Society]
that he was looking for a Humpback to kill. "Why eat hamburger (referring to the
Gray whale) when we can eat steak (referring to the Humpback). When Captain
Watson informed Johnson that the Humpback was endangered and protected, Johnson
replied that such things meant nothing to him. "We are Makah and we can do what
we want with the whales. We have the right to kill them ALL if we so choose."

   Given Makah politics, and Johnson's and fellow criminals' status within the
tribe; it is highly PROBABLE that tribal elders not directly involved in the
killing knew what was taking place.

   To date, these men have gotten away with this cowardly act. No charges as of
yet, have been filed. It appears that if and when they ARE filed, it will be in
a superficial effort to do damage control. Makah 'justice' may ultimately be
more about appeasing further public outrage; than any real punishment. Not only
must these 5 be prosecuted to the fullest extent under U.S. federal law, but the
Makah tribe should be permanently stripped of its whaling rights. It is
outrageous that a treaty which is 152 years old, still gives 1000 people a
'privilege' which should no longer apply to anyone living in today's world.

   The 1855 Makah Treaty is a 2 and 1/2 page document. Article 4 states: "The
right of taking fish and of whaling or sealing at usual and accustomed grounds
and stations is further secured to said Indians IN COMMON WITH ALL CITIZENS OF
THE UNITED STATES." In other words, EVERY U.S. citizen was allowed whaling
privileges at the time this treaty was written. Whales were plentiful in 1855.
They were not facing the multitude of environmental threats confronting them
today.

   Whale populations are being depleted at an alarming rate. Pollution, global
warming, dwindling food sources, disease, sonar disturbances and rogue whaling
worldwide, have all taken a devastating toll on a species capable of producing
only one calf, per adult female, per year. No ONE group should be exempt from
the global responsibility we ALL share for ensuring the continued survival of
our whales.

   Scientists have recently admitted to miscalculating the 'success' of the Gray
whales' return from the brink of extinction. They have observed several "skinny"
Gray whales and conclude that their food sources may be rapidly declining due to
global warming.

   A past attempt has been made to negotiate with the Makah...offering
concessions to the tribe in exchange for permanently withdrawing their right to
whale. A few elders, after 2 1/2 hours of consideration, flatly refused.
Obviously, this matter was not brought before the Makah people for a vote. There
are several reasons why the Makah should forever forfeit their 1855 whaling
rights:

   A) Their claim of 'subsistence' whaling [under the International Whaling
Commission's criteria] is obviously false. You can not "subsist" on whales that
your tribe has not hunted for over 70 years.

   B) The Makah's right to whaling on a 'cultural' basis is no longer true or
applicable. In the hunt of 1999 the tribe availed itself of speed boats; cell
phones; Coast Guard cutters; "spotters" from helicopters; high powered rifles
and machine guns to bring down their prey. The traditional long boats and spears
used by their ancestors played a minor and incidental role in the kill. From a
"traditional" standpoint, the methods employed were solidly 21st century...and a
complete travesty of Makah ancient whaling practices.

   C) The Makah's cousins, members of the Maa-nulth First Nations, who reside on
the Western shores of Vancouver Island have signed an agreement with the
Canadian government in which they will honor a 25 year moratorium of their
whaling rights. In return, they were given generous concessions of land and
cash.

   I respectfully submit to you that a treaty which pre-dates the American Civil
War by 6 years, has no relevance in 2007. At a time when we are faced with
multiple species extinction; pollution; global warming and rapidly dwindling
natural resources, Article 4 of the 1855 Makah Treaty should, and must be
permanently revoked.

   Other tribes have made similar concessions, and in turn, have increased
financial and educational opportunities for their people. If the Makah are
genuinely interested in "honoring" whales, they must be committed to allowing
them to live in peace and safety, while helping improve the quality of life for
all Makah.

Still worse, because of this reliance on outdated
animal techniques, reliable and relevant information
will not be provided and our safety will not be assured.

of Alternative Testing to test 30,000 Chemicals
that have been in general use since before 1985

Canada prepares law suit against Dutch, Belgians over seal fur ban

  Amsterdam - Canada has taken first steps in preparation of a law suit at the
World Trade Organisation (WTO) against the Netherlands and Belgium over their
ban on the import of seal fur. "There is no basis in science or international
law to prohibit the sale of seal products," a spokesman for the Canadian
Ministry of International Trade told reporters. In what appears to be an attempt
to prevent a prohibition on seal fur by the European Union as a whole, Canada
has requested a consultation with the EU at the WTO in Geneva. Responding to the
Canadians, Dutch Minister of Agriculture Gerda Verburg said the Dutch law, which
was implemented earlier this summer, "fits within the rules established by the
WTO."The Netherlands and Belgium have recently adopted laws prohibiting the sale
of seal fur and other seal products. The two countries argue that the way the
animals are killed - they are clubbed to death - is cruel.

        Hi Everyone!

  I have GREAT NEWS!:O)  I don't know if you remember, but I had posted
  pleas with everyone to write to the Montana Fish and Wildlife to
  plead with them to spare the 350 deer that they were going to kill
  within our Helena, Montana city limits.  I also posted a petition,
  and so many of you signed it!  Thank you so much!!  The Wildlife
  committee met last Thursday and elected NOT to go ahead with the plan
  to bait and kill all these beautiful deer!!  YEA!!!  Thank you! Thank
  you! Thank you!! :O)

  Now our paper is running an opinion survey to see how people feel
  about the decision.  I'm a little worried that if enough people are
  unhappy with the decision, they may reconsider.  So I'm asking
  everyone, if you will, to PLEASE go to the link below.  It will take
  you to our online paper, where there is "The Question of the Week" on
  the left hand side of the paper.  Just please, click YES, that you
  agree with the decision!  Right now it is 186 For and 156 Against! We
  need to bombard them with YES votes!!  :O)

TO: All People Who Care

There has been much attention on the trade in cat and dog fur
recently. This is an issue that has struck a chord with consumers
and politicians alike, reflecting a widespread repugnance at the
idea of wearing the skin and fur of companion animals.

Investigations by animal welfare organisations have revealed the
suffering caused to millions of animals by this trade. Many cats and
dogs are killed inhumanely in countries such as China where there is
little or no animal welfare legislation.

The European Parliament has finally adopted a Regulation to ban the
import into the EU of cat and dog fur. The move ends many years of
campaigning by animal welfare organisations and politicians to end a
trade which causes terrible animal suffering. The ban will apply
from 31 December 2008.

The Ban will not stop the fur trade, only in Cats and Dogs, but the
barbaric treatment can be stopped.

The offending countries must improve welfare standards for all
animals if it wants to do business with Europe. They must provide
resources to help the Fur producers to find alternative incomes
which do not involve animal cruelty. This will encourage investment
from developed countries who can also help.

Please keep the pressure up and do what you can to help.

Contact your own governments to put political pressure on the
offending countries.

   Dear Activists and Concerned U.S. Citizens:


   On Saturday, September 8th, 2007, the Washington State Indian tribe known as
the "Makah", brutally slaughtered a resident Gray whale. This despicable act
took place without the necessary permit from the National Marine Fisheries
Service and in direct violation of the Marine Mammal Protection Act. The Makah
Treaty of 1855, preserves the Indian tribe's right to whale, however, after
killing a female, juvenile Gray whale in 1999, the Makah have been in the midst
of court challenges brought by animal rights groups. The U.S. 9th Circuit Court
of Appeals twice ruled the tribe must procure a "waiver" from MMPA, before being
allowed to legally continue whaling. Permission was/is PENDING until the waiver
is granted. The Makah broke U.S. federal laws by viciously attacking [harpooning
and shooting] this whale without the necessary federal authority to do so.
According to observers, it took 10 hours of agonizing suffering for this poor
creature to die...its body has yet to be
  recovered.

   Three of the five tribesmen perpetrating this cowardly act, were members of
the Makah's own WHALING COMMISSION. Yet, Makah Elders [who sit on the same
board] maintain they had no prior knowledge of this planned atrocity.

   To date these men have not been jailed or charged with any crime. This killing
was a contemptuous, inflammatory act carried out by individuals who enjoy HIGH
RANKING POSITIONS within the Makah tribe. As such, the tribe's whaling rights
under Article 4 of the 1855 Makah Treaty should, and MUST be permanently
REVOKED.

   Much is at stake here. If the Makah are granted their waiver under the Marine
Mammal Protection Act it means they will be allowed to continue whaling
forever--taking up to 5 Gray whales each year!!

   We are petitioning NOAA; asking that the agency permanently STRIP Makah
whaling rights for the following reasons:


   A)   The Makah Treaty of 1855; specifically Article 4, which allows the tribe
to whale, is a 152 year old document; one which pre-dates the AMERICAN CIVIL WAR
BY 6 YEARS,  and therefore is no longer relevant.


   B)   The Makah claim of 'subsistence' whaling [under the International Whaling
Commission's criteria] is obviously false. You can not "subsist" on whales that
your tribe has not hunted for over 70 years.


   C)   The Makah right to whaling on a 'cultural' basis is no longer true or
applicable. In the hunt of 1999 the tribe availed itself of speed boats; cell
phones; Coast Guard cutters; "spotters" from helicopters; high powered rifles
and machine guns to bring down their prey. The traditional long boats and spears
used by their ancestors played a minor and incidental role in the kill. From a
"traditional" standpoint, the methods employed were solidly 21st century...and a
complete travesty of Makah ancient whaling practices.


   D)   Whale populations are being depleted at an alarming rate. Pollution,
global warming, dwindling food sources, ship strikes, disease, sonar
disturbances and rogue whaling worldwide, have all taken a devastating toll on a
species capable of producing only one calf, per adult female, per year. No ONE
group should be exempt from the global responsibility we ALL share for ensuring
the continued survival of our whales. Scientists have recently admitted to
miscalculating the 'success' of the Gray whales' return from the brink of
extinction. They have observed several 'skinny' Gray whales and conclude that
their food sources may be rapidly declining due to global warming.


   E)   The Makah's cousins, members of the Maa-nulth First Nations, who reside
on the Western shores of Vancouver Island have signed an agreement with the
Canadian government in which they will honor a 25 year moratorium of their
whaling rights. In return, they were given generous concessions of land and
cash. If the Makah are genuinely interested in "honoring" whales, they must be
committed to allowing them to live in peace and safety; while helping improve
the quality of life for all Makah by increasing financial and educational
opportunities for their people.


   At a time when the world is faced with multiple species extinction; pollution;
global warming and rapidly dwindling natural resources, eliminating ALL whaling
is the only ethical, moral and ecologically responsible decision to uphold.


   Please SIGN THE PETITION [and contact the individuals listed below] asking for
the permanent revocation of Makah whaling rights. Express your desire for the
full prosecution of the 5 Makah tribesmen involved in the killing. [ Under the
Federal Marine Mammal Protection Act, people who harm whales face up to $20,000
in fines and criminal penalties.]

       When the Sri Lankan lady in the image above found little ' Brownie ' with
paralysed back legs, she thought she had little hope of being able to help him.



       Luckily she met Georgie, a veterinary nurse who is working  with other
dedicated animal rescuers under the organisational name of Animal SOS Sri Lanka.



       Using her contacts in the veterinary world, Georgie arranged for 'Brownie'
to be supplied with a cart from the Dog Mobile Company, this little dog can now
walk along the beach with his owner.



       There are thousands of disabled puppies like Brownie living and dying on
the streets in Sri Lanka, and this is just one of the many instances where
Animal SOS Sri Lanka have made a real difference for the suffering animals
there.



       By supporting the crucial work of Animal SOS Sri Lanka, there will be many
more happy endings and together we can continue to make that difference.

Dear Friends,

  How many allies does the AR movement have within influential government
circles? We all realize they are precious few. That's why we can ill afford the
loss of even ONE voice. Those elite need our protection and support if we're
ever to make serious strides toward ending animal suffering. One such gentleman
has fallen under a barrage of attacks simply by speaking out against bow hunting
in the state of Maryland. He's a member of the Maryland Wildlife Advisory
Commission, the citizen group advising the Department of Natural Resources
regarding wildlife matters.This man is braver than most...he is the ONLY man
advocating for animals among an agency dominated by hunting interests.

  Commissioner Joe Lamp, was courageous enough to write a piece denouncing bow
hunting and has been hit with thousands of vile, hate-filled emails from hunters
the world over. His position within Maryland's Wildlife Advisory Commission may
well be in jeopardy.

  Only days ago, in the state of California, we witnessed the swift demise of one
who dared to stand in opposition to the NRA. This latest victim wasn't exactly
advocating for animals, in the sense that he himself hunts. Fish and Game
Commissioner R. Judd Hanna apparently crossed the line when recommending a ban
on lead bullets; which have been directly responsible for the continued
decimation of California's endangered condors. He was bullied into tendering his
resignation, when outraged hunters rallied on behalf of their right to continue
using cheaper lead ammo.

  The AR movement desperately needs voices advocating for animals within
government positions. Please show your support for Commissioner Lamp by writing
a letter of commendation on his behalf to the DNR.
