help please

I need some help quick. I have had a 8 month old
male cat and i just brought home another male cat
about a month younger they are both the same breed.
Well the new cat seems to be dominant he walks over to
my cat and grabs him by the neck and holds him! i
kept them apart and have spent time with both alone
and the new cat warmed up to me ok but as soon as i
put them together the smell each other and do there
thing then the new guy grabs him but my older cat
doesnt really fight back he growls like crazy and i use
canned air to break it up. Is this the right thing to do
should i let time take its course its only been a day .
The other thing is my cat has been declawed due to my
allergies from them the new kitty has his claws should i
have him declawed asap? Will this go away what should
i do ? Im lost and nervous any help would be great
. Thanks
