Yes, those are lice. A bath in human lice shampoo (not in the eyes) but be sure to get crest and beard and all is a good cure. Lice are species specific....

No. Chickens have a different physiology from dogs or cats and what works on mammals could poison a chicken. I'd go with the lice shampoo (VERY effective)...
