Hi Lorne,
Very nice picture. What you found floating is a sawfly. Not a true
fly, but rather a "primative" relative to bees and wasps. They share
many features, but this group lacks the narrow "waist" of bees,
wasps, and ants (these and the sawflies are all in the Order
Hymneoptera). The long appendage on the abdomen is an ovipositor.
