Since the legislature is in session I wanted to let everyone know what
is going on with the possibility of breed-specific legislation (BSL)
in Texas.

Senator Ellis's bill SB349 is designed to allow Harris County to pass
Breed Specific Legislation. We defeated this in the last session of
the legislature regarding the city of Houston.
Today's Garland edition of the Dallas Morning News talks about
Garlands' desire to change state law:

The city of Watauga (near Grapevine) passed a resolution to ask the
state legislature to remove the part of the TX Health and Safety Code
that prohibits BSL. The city of Garland has drafted a similar
resolution in committee but has not voted on it yet. We think the city
council meeting to vote on it will be March 6, but won't know for sure
til the agenda comes out. I'll send the info when it is published.
Garland's resolution is unique in that it states that the city does
not support an outright ban. However, if the TX Health and Safety code
is changed as the resolution requests, the result will be bans in
cities all over Texas. The city staff and my city council person have
been very responsive - I have offered my help and the clubs'
assistance with educational efforts because I agree that there is a
problem with dogs running at large. I have collared more than one on
my street.
