I think what spurred this sudden change in deadline is Nancy Pelosi's plan to
implement tons of legislation in the first 100 hours of Congress. See this:

They could end up doing Goodlatte's bidding without even realizing it in
their rush to pass legislation. If no one has enough time to READ, stating that
input was already requested, may just spur them to vote without THINKING.
