Berginer for an answer.  Will let you all know what they say.

That has been my experience. I had a horse shipped here from Australia a few
years ago and it was in quarantine for 30 days before he left and only 3
days after arriving here.

Hi All,
   If you are worried about the Herpesvirus in your area, you may try
supplementing your horses with L Lysine. It is inexpensive. I used is
for my kitten that I adopted from the Shelter. She had an URI and my
vaccinated older cat got it, too.

   A worker at the shelter clinic told my that it prevents cold sore
outbreaks in people--- she used it. Here is more info

I don't know that state laws would supersede Federal laws. Likely it works
the other way around...so that maybe this does apply to state agents?

It would be useful since the states are the ones now implementing NAIS and
other invasice programs such as the NY farm building inspection etc.

1. it contains a lot of useful information about EHV1

2. It demonstrates how well the equine community responds to a deadly
contagious disease which had it's start inNJ, traveled to Florida an dnow is
in California.



Note there is no mention here of any inability to track these horses.

I don't think NAIS would have significantly changed any of the outcomes.

It might be better to contact the humane society in the area or the animal
warden and donate to either a vet to care for her or a feed store instead.   I
believe I read on another list that this horse is being taken care of
and a horse in bad shape must be fed only small amounts often  instead of two
or three times a day.

Building Inspections by Towns Start January 1, 2007

The New York Department of State recently issued new regulations governing
the inspection of all non-residential buildings by town officials.  Under these
new regulations, which go in to effect on January 1, 2007, all non-residential
buildings, including farm buildings, will need to be inspected every three
years for compliance with the property maintenance code and certain aspects of
the fire safety code.

While historically farm buildings have been exempt from the building code,
they have had to adhere to the property maintenance code and fire safety code
provisions dealing with general safety methodologies and practices. 
Unfortunately, the recently revised versions of these codes were intended for
non-residential buildings such as office buildings and do not recognize the
unique nature
of farm buildings.  They therefore have a series of requirements that could
prove to be quite costly to farmers.  Beyond that there has been no clear
guidance given to farmers about which aspects of the fire code they need to
follow.

New York Farm Bureau has been actively engaged with the Department of State
over the past few months to address this situation.  While the Department has
committed to addressing this issue, a formal solution will not be possible
until after the regulations are in place.  With that in mind, the Department is
advising towns to NOT inspect farm buildings until after a formal solution has
been reached.

we are advising farms to politely request that any building inspector intent
on inspecting the farm first contact:

Hello! this posting is to help a severly neglected horse. her name
is Sierra she is 22 years old. she is a Thoroughbred mare. she is a
very sweet horse in a very bad situation, she is very very
emaciated, she has a busted up knee that was never taken care of,
she has 3 swollen legs and hasn't had her feet done in god knows how
long ago. the people that own her don't feed her or water her.
although she does have some water that she won't drink it is that
green and slimy. her stall has a foot of manure packed in it and her
back is about an inch away from the ceiling of her stall. we have
been trying to get her out of thissituation for about a month now
and NO ONE is helping! not the SPCA not the State police. NOBODY at
all. all the people that could help her is not aloud for this
county. so i am going to be raising money to get her out of there.
we need $250.00 to get her out of there. then we are going to be
donating her to a horse rescue to get her back up to health. please

Firstly, merry Christmas everyone! (now it's twice as much fun to wish
people a merry Christmas, since doing so annoys the "politically
correct" scrooges and and those who want to live in the USA, just to
get money, etc. from us, but don't want to accept American culture).

A copy of something that I just posted elsewhere in response to someone
mentioning that EHV virus and its connection with horses being imported
from Europe and the international transport of horses for competitions:

The solution, until the diseases can be eliminated without destroying
horses, then is to simply ban international competitions rather than
worry about diseases coming into the country. People, and their
horses, in the USA should not be put at risk, and inconvenienced, just
so a relatively few people can compete internationally, or even state
to state, with so much frequency. The same goes for importing horses
from outside the country. We have no shortage of horses in this
country, there's no need to keep importing more horses just so that a
relatively few people can have one of the latest status symbols
imported from wherever, when horses available here will suffice quite
nicely.

A related example: My 35 year old Mercury gets me where I want to go,
and in sufficient comfort, so I feel no desire to own one of those
fancy imported cars; but then, I'm not one who falls for sales
pitches, pays any attention to commercials or feels a need to have any
status symbols. After all, look at how many people who act like
savages, and live in ghettos, drive expensive foreign cars (either
through theft, "creative" fiancing, illegal sources of income, or
having nothing else, etc.)  who have "status" symbols---which, of
course, means that status symbols are meaningless since many of those
driving them have no desirable social status.  Hah! :-) "Status"
symbols are funny! :-) :-) :-)

This nation has gone for how many years without the need for things so
ludicrous, freedom-averse and fascist as both the NAIS and the AHPA?
We didn't need them in years past, and don't need them now. We just
have politicians who have gone mad with an obsession for control over
people's lives and a destire to placate a relatively few people who
desire to be convenienced at the expense and inconvenience of everyone
else.

Please remember that the AHPA, and related state laws, are every bit
as dangerous, and as much, if not more so, of a problem to be dealt
with than just the NAIS. The NAIS couldn't succeed at all if the AHPA
and related laws were done away with. Of course, we must also get
politicians out of office who enact such legislation, who have so
little respect for freedom and liberty.

Unfortunately, this nation probably doesn't have enough tar and
feathers available to the average consumer for everyone to get some to
use on their "favorite" politicians---who, hopefully, all received
stockings full of switches this morning, and nothing else, if Santa is
doing his work properly.

The opposition to the REAL ID Act has been great and unrelenting. DC Downsizers,
one of many groups who oppose Real ID, has so far pumped out 40,362 messages to
Congress calling for the repeal of the REAL ID Act, which President Bush signed
into law in 2005. Two Senators, Democrat Daniel Akaka of Hawaii and Republican
John Sununu of New Hampshire, are now threatening to sponsor legislation that
would attempt to repeal the REAL ID Act if the Department of Homeland Security
does not adopt new regulations.

ACLU Lauds Akaka-Sununu Real ID Fix Bill, Says Additional Privacy and Civil
Liberties Safeguards Still Needed

The American Civil Liberties Union is welcoming bipartisan legislation authored
by Senators Daniel Akaka and John Sununu that would add privacy and civil
liberties safeguards to the Real ID Act. The "Identification Security
Enhancement Act of 2006" would address several of the shortcomings of the
controversial legislation. The Akaka-Sununu bill would eliminate most of the

Germany intends to present a plan to revive the European Union's faltering

constitution, a poll recently showed that support was growing in countries that

Dagan: Syria willing to attack Israel

According to Mossad chief Meir Dagan, Israel should not take the Syrian peace
overture seriously because Damascus is "more prepared than ever before" to take

risks than in the past, and that the Syrian army is building up its anti-tank
missile units. Dagan is stressing that "any misstep" on Israel's part could
trigger an armed conflict with Syria.

'Barrier will be done by end of 2008'

According to a senior defense official involved in the project, Construction of
the West Bank security barrier will be completed by the end of 2008. The Defense
Ministry has completed 402 kilometers of the barrier so far and another 106
kilometers are under construction. The final route of the barrier has been

UN to send envoy to discuss 'hybrid' force

The United Nations is planning to send a special envoy to Sudan to coordinate
assistance to the embattled African Union force deployed in Darfur. Sudan
accepted a three-phase plan whereby the UN would offer assistance to the
under-funded AU contingent currently struggling to contain the four-year-old
violence in Darfur. The UN support package's first two stages consist of
technical and logistical assistance. However, the third aims at turning the
African contingent into a "hybrid" AU-UN force In August, the UN Security
Council adopted a resolution calling for the deployment of up to 20 000
peacekeepers.

In his last speech to an American audience, Secretary-General Kofi Annan said
that The only way to achieve the key principles of international relations is by
" making the best possible use " of the United Nations. The Secretary-General
also offered a challenge to the current and future leaders of the U.S. to live
up to the example set by former President Harry Truman, one of the founders of
the UN. " More than ever today Americans, like the rest of humanity, need a

challenges together, " he said.

Former Prime Minister and Chairperson Pakistan Peoples Party Benazir Bhutto has
called upon the Muslims to play a leading role in promoting interfaith harmony.
She said that the specific reference in the Holy Quran provided a foundational
principle on which the edifice of interfaith harmony rested.

I just wrote to lousiville mayor and here is what i wrote...RE: animal pet,
spay and neuter law



I am for spaying and neutering pets but not as a law.  It will be too hard
to enforce.

I think you forgot this is America. Your regulations sound like something
out of a communist country!



Think of all the your citizens who live on a poverty level.  They have no
money, but they have pets. Think of those who already disobey laws no matter
what.  They have pets.   What about the rural areas where there are barn
cats that are mostly wild.  There will be as many kittens and puppies born
in those areas as there always was.  And they will not be your quality
animals like those who purposely breed for show or for sale. You will be
costing responsible pet breeders their constitutional freedoms to pusue
happiness and regulating their businesses with more costs.



Your new law has  just turned honest citizens into criminals. How many do
you think will call the Director to report their pet just had an unlawful
litter of kittens or puppies? You are putting more on hard working
veterinarians by turning them into spies.



   Are you following the fine example of communist China?  One family, one
child, one dog, which may or may not be on the menu.  And the dog must a
small dog.  You must surely recall how they handled their supposed rabies
outbreak.  Jerk healthy animals out of the hands of their owners, club them
to death, rather than vaccinate.  And leave dead bodies for decay and
disease. You make this law, how long before you make laws similar to those?



You will only be saddling those who already obey laws with more regulations.
And saddling law officers who already have their hands full of going after
real criminals wasting their time on piddling stuff, like answering calls
about all those unlawful litters of kittens or puppies that was against the
law to be born.



Speaking of saddling.  Making a horse owner stop to pick up manure and carry
it on the rest of the trail ride is ridiculous.  Do you really want to ride
with a great big black plastic garbage baggie of fresh steaming horse poop
on your saddle which weighs over 10 lbs.  Get real! Horse manure is
biodegradeable!  And many horses are very afraid of plastic bags.  You are
heading for a lawsuit should someone's horse spook because of this stupid
ordinance.





Yes, I know about the millions of unwanted cats/dogs that are put to sleep.
Why not use education in the schools and media  to spread the word about
spaying and neutering their pets? It worked for trees, and other politically
correct stuff!



You did not listen to the wants and needs or your citizens. By listening to
PETA and other Animal Rights activists, who really want to destroy animal
ownership in the US (hmm..sounds like communist China!) you only gave
yourself, your law officers and your citizens a great big regulatory fur
ball to choke on!
