The naughtiest ponies that I've seen in the ring are young ponies (fillies and colts). Handlers NEED to carry whips with them and not be afraid to use them....
I do agree that ANY unruly animal should be excused from the ring. Too often, I have seen small children that had little control over their ponies showing....
