I have 3 gold fish about 3 inches in length in a 20gal tank, my first question
is how long would they survive if the power went out and the pump stopped?
Secondly,can I feed tropical fish food to them in addition to the gold fish
food?

Welcome to the wonderful world of goldies. Generally goldies require 10 gallons
of tank space per fish so the tank you have them in is very inadequate for your
fish. Goldies will grow according to their environment size.
At this time I have four goldies in a 55 gallon tank and that's about as crowded
as I like to get. In this size tank they grow quickly and are very healthy. I
bought them as tiny fish and they have grown rapidly to a very impressive size.
Your fish are at the surface because they are sufficating. Some sort of bubbler
to break the surface tension of the water will enable the oxygen to migrate into
the water more successfully also. Keep in mind also that goldies are a 'dirty'
fish and need at least a 50% water change every week or two depending on how
crowded the tank is.
I use an undergravel filter system presently but have also used a
waterfall/charcoal filter system very successfully. The size of the tank is a
much greater indicator of success than the type of filter system used.
Good luck with your goldies now go buy a bigger tank...
